Tire speed rating is just one reason for speed limiter. The two main reasons that cars have a speed limiter is (1) Some people are dumbasses and will kill themselves and others in the process. (2) Drive shafts, if you mess around and spin your drive shaft at a over speed RPM for a excessive amount of time it will come and visit you in the passenger compartment. Probably not a fun experience.
Remember: This is for track use only. Only for adults. Do not break speed limits.

I thought it was put in the the first place was for engine / transmission / tire integrity and longevity. But it did seem silly that some cars are limited to 100 or even less than that.
