Don't follow this video blinded folded !! Reducing quality and reducing bit rate are proportional to each other. If one is reduced the other is also. And, bitrate improves the quality of stable or immobile videos (i.e in those videos where frames does not change or you have no transitions) , if you will reduce resolution the deterioration of the video will visible, but when you will reduce bitrate the resolution will be fine at some stages where frame is stable but at transition or where video changes to another part there will too much difference 🙄 so be aware of that too!!
