+Vicki Short there are actually glitter enamels, silver, gold, etc. I would just get those :) if you added regular glitter I would not put it in the oven and you'd have to seal it somehow

For your question I know you can bake the glass with paint on it to make it permanent and dishwasher safe. Look up on KZread how to bake a glass with paint on it.

Does the 30 minutes count from when you first set the oven temp and it's heating up or 30 minutes once it reaches 350?

Yeah, it will just wash off unless you seal it with something. I would just use enamel
