yes, adding more sticks can results in less performance because the memory controller on the cpu might be running longer timings so it runs reliably. running 2 sticks of ram is generally the ideal configuration for top performance, preferably using single-row sticks as those often have better performance and are able to sustain higher overclocks.

Yup, but in the case of video editing things are smoother and encoding is faster too. And it actually did result in more stable frame rates in my (very unscientific) test. The 16GB machine would go below 30 fps and never hit 60 while the 32GB machine ran north of 30 during the whole test and did hit 60.

You just have to reduce the bottleneck so that the RX6800 can achieve better results. I see you have an ASRock board, under OC Tweaker set it to automatic overclock at 4.7 GHz but turn off Spread Spectrum, turn on CPU Load-Line Calibration and set Vcore Override Voltage to 1,220 and save the settings.
