I seem to understand what you are talking about. To dig a new garden bed, you need to bury the old ones that you will no longer use. You just exceeded the limit. I hope it helps!

You have to level up to certain levels until you can buy them so actually just generally working on your Island and doing stuff to level up on different things then you’ll be able to unlock them and buy them
