FIR or First Information Report is the foundation of any investigation. It is a document recorded by Officer- In- Charge of the Police Station only in cases of cognizable offenses. No FIR can be lodged in cases of non-cognizable or less serious offenses.

Section 154 /FIR 437 - Bail (once FIR is logged) 438 - Anticipatory Bail (Before FIR is logged) 482 - Approach HC to Quash FIR ... Article 226 - Approach HC to Quash FIR (once hearing is begun) OR Exercise Writ (Prohibition) to stop hearing...
When you are explaining about filing an FIR, you explained from the Complainant side, where as you shifted to Accused side while explaining about BAIL, QUASHING the FIR. Understandable & simple explanation.

Brother quashing of FIR at premature stage that is at the initial stage of investigation is not allowed. FIR is only the first step of investigation by police. Refer Judgment state of west Bengal vs narayan k patodia 2000 sc 1405.
