    She can be tough to get ahold of reliably. She's in the milestone three orb. Otherwise, you're just trying to get her by doing events. She is in a high area in the incursion. Campaign, but my new player account isn't strong enough to get there. So to reiterate, she's available in the milestone 3 orb. As a random drop, otherwise, it's just luck of the draw.
