In this video, you’ll learn how to qualify for a Notary Public commission and what steps to take to become a Michigan Notary.
Applicants of a Notary Public commission must be at least 18 years old, be a resident of or maintain a place of business in Michigan, be a U.S. citizen or possess proof of legal residence, be a resident of the county in which you request appointment, and be able to read and write English.

Applicants with any felony convictions within the past 10 years or have been convicted of multiple misdemeanor convictions under the Michigan Notary Public Act are not qualified for a Notary Public commission.
Steps to become a Notary in Michigan:
1. Make sure you meet all qualifications under Michigan state law.
2. Get a $10,000 surety bond.
3. Complete the Application for Notary Public Commission online or by paper. Your name and address must match your ID exactly to avoid processing delays.
4. Go to your county clerk to take your oath of office.
5. Pay $10 to file your bond with the county clerk.
6. Pay the Department of State’s $10 processing fee. This is non-refundable and can be done online or by mail.
7. Read the Michigan Notary Public Act.
While training is not required, a Notary training course may provide you a strong educational foundation. In addition, a Notary stamp, journal and E&O insurance can make your job easier and help protect you from legal claims.

I saw on the news that notary laws may change shortly - and they are changes that are a long time coming. As the laws currently are, not only is a seal or journal not required but there are no serial numbers for individual notaries. The only ID is your signing name - which could be a problem if your name is John Smith or something like it - which obviously opens up the opportunity for fraud. I hope the new laws pass.
