How The Olympics Became So Expensive For Host Cities

In 2018, the Rio games were estimated to have a total cost of $20 billion, far beyond the Rio organizing committee’s initial estimate of $2.8 billion. The city of Rio shelled out $8.2 billion on legacy builds, or builds intended to live well beyond the Olympic’s three-week life-cycle.
Cities incurring overrun costs when hosting the Olympics is not just unique to just Rio; according to the Council on Foreign Relations, since 1960, every Olympics saw high overrun costs. As overrun costs become a growing concern, several cities withdrew their 2022 winter Olympic bids in 2014, citing the potential costs.
The International Olympic Committee (IOC) enacted the Olympic Agenda 2020 in 2014; the agenda provided new regulations specifically to mitigate cost concerns. However, the IOC was faced with another challenge: hosting the Tokyo Olympics amid the Covid-19 pandemic.

    Yes, they take over 50% of the revenues, invest nothing, and dictate what the country has to build. I see a future, where the IOC pays for everything and the country only makes available the ground to build it there and got the building after olympics as a free gift.

    I hope in the future the Olympics are held in cities which already have most of the infrastructure required like LA, London, Berlin etc. It's so sad watching those ghost villages in Rio being abandoned, it's waste of resources.

    @@spacetoast7783 share the profits more evenly or at least cover the costs with the host country? instead they take giant chunk of licensing/ad revenue for themselves whilst the host country is footing the bill for everything to actually run the Olympics in the first place.

    ​@@ascensionzenith4043 The selection for the 1976 Winter Olympic Games (not Summer) was made at the 70th International Olympic Committee (IOC) Session in Amsterdam on 12 May 1970. The year 1976 was the centennial for the state of Colorado and bicentennial for the United States. Denver was selected ahead of Sion, Switzerland; Tampere, Finland; and Vancouver, British Columbia, Canada. Later that year on 7 November, Colorado voters rejected a referendum to publicly fund the Winter Olympics, and for the only time a city awarded an Olympics rejected them. Denver officially withdrew on 15 November, and the IOC then offered the Olympics to Whistler (neighboring Vancouver), British Columbia, Canada, but they declined, owing to a change of government following elections. Original runner-up Sion also declined. Salt Lake City, Utah, initially offered to host, then pulled its bid late, and was hurriedly replaced by Lake Placid, New York. At a meeting of the IOC executive committee in Lausanne, Switzerland, on 4 February 1973, the 1976 Winter Olympics were transferred from Denver to Innsbruck, which had recently hosted in 1964. Efforts to get a Winter Olympics for Colorado had begun in 1954 when Colorado Springs and Aspen made a joint effort to get the 1960 Games.The application process of submitting bid books for the 1976 Winter Olympic Games commenced in the mid 1960s. A change in government and growing dissent among local citizens can quickly swing the needle of acceptance even after the awarding of the Games to a host city. Concerns about the Games potential cost quickly began to alarm some Coloradans. For others, the issue was the environment -- damage that supposedly would be caused by hordes descending on the sites of competition. No previous Winter Olympics venue had ever planned to hold the Games across such a huge area -- from Denver to Steamboat Springs, a 166-mile distance. The landmark vote on 7 November 1972, wasn't even close -- 514,228 to 350,964. A 59.4 percent majority said they weren't willing to spend tax dollars to have the Games in their state. Sidney Bullene, the first staff member on the Denver Organizing Committee, said the ballot language was confusing. " _No_ meant yes and _yes_ meant no," Bullene said of the proposal. "That's what killed us." But she conceded that the Denver committee and its supporters were partly at fault. "We got very complacent," she said. "Nobody really realized we might lose this whole thing and disgrace ourselves in the eyes of the whole world." Dennis Gallagher, then a member of the Colorado House of Representatives, surveyed his constituents shortly before the election. The state was promising it would spend no more than $5 million on the Games. "The survey cards came back 80 percent against, and we all knew then that the idea was in trouble," Gallagher said. "For once, the voters were not persuaded by the appeals that money would eventually trickle down to the workers. "The promoters never asked the people how they felt, and the arrogance of some Olympic boosters turned everyone off -- they tried to imply you lacked patriotism if you were not for the Olympics." Coloradans learned that the 1960 Winter Olympics in Squaw Valley had cost California about $13.5 million -- more than 13 times original estimates.

In this case groups/individuals who have self-serving interests gets together a fantastic plan which they submit, but ultimately voter approval is needed to pay for it.

    The IOC takes a majority of the profits and don’t help with the cost. Why would any city want to host it. Taking the money you would spend on the Olympics and investing it for n your city and you’ll come out better off for a fraction of the cost.

    Well your city and government just need to be capable to manage these costs. The costs are much lower if the local area doesn’t need to build much new infrastructure, which was proved by LA. Rio costs were so expensive because they needed to revitalize the entire area, build a new subway system, clean the bay, etc. You don’t need to do things like that in many other major cities and they would be more suitable to host.

    Part of Greece's financial woes was BECAUSE of the 2004 olympics. And the classic Olympics were held where they were for the sake of the Greek city states. Keeping it in Olympia permanently when the entire world is attending is kinda pointless.

Like, i get It that it is a famous city, but is a national knowledge that rio is one of the most (If not THE most) corrupt state of the country.     Scam? They're just games. They could create a hamburger eating contest as part of the games. It's a means a country projecting soft power and the IOC on making money as well as sponsors getting exposure. It's a business. It may not be a well run business but still a for profit semi political enterprise. The Oscars are a joke as well, the World Cup is corrupt, Formula 1 has cheating...it goes on and on but you still don't stop watching right?     So Tokyo is screwed. The IOC won't get their advertising and marketing revenue if Tokyo doesn't go through with the Olympics and Tokyo won't allow any international recreational tourists to visit Japan for the Olympics. So they spent an estimated 30 billion on the saddest summer Olympics of my time.

    Los Angeles was good too, because all of the buildings, infrastructure, except one, the velodrome, were already built. Peter Ueberroth did a good job, but LA did not have to spend billions of dollars on indoor/outdoor stadiums, rowing, and swimming facilities, horse tracks, dormitories, etc. Sports stadiums are not profitable, nit in two weeks, not in two years, not in twenty years. This is why they are built by governments, in part or in whole, and not by private businesses. How can anyone possibly make a profit using a facility 8-16 days ( football), 81 days ( baseball) , 41 days ( basketball)/ year . Even when mixing in college games with pro games on a field or a court, college ticket prices are a fraction of professional ticket prices. Professional SPORTS ARE A SCAM. Football , baseball, basketball facilities in junior high school and high school plus training are public tax money financing the development of a future employees of only a few specific companies, PRO SPORTS. Pop Warner football and little league baseball should be continued on to college with the private citizens paying for the training and the facilities. If parents are unwilling to p pay for the costs, then the children should not be participating. Schools should be for education.

    Yep. So stop worshiping the brand. Look at football. Germany still doesn't allow individuals to own a team or name it after a brand or product. Red Bull couldn't so they had to finance a small club and give it a strange name. All to maintain the sport as a sport, not a business first

    What a weird libertarian attitude. The IOC maintains standards about what is required for this massive international competition. There doesn't just need to be a stadium, it needs to be able to hold a certain number of people and support very specific activities. There can't just be a stadium, but other venues for the variety of sports involved (cycling, fencing, wrestling, rowing, etc.). There doesn't just need to be some places for the athletes to sleep, there needs to be residences to support the athletes and the support staff. You need an experienced central organization so the host cities aren't reinventing the wheel every time.

    I know right! They can pick a neutral island and countries can take turns through a bidding process similar to the current one for hosting the event to renovate whatever facilities need attention. This avoids expensive one time investments of infrastructure and removes the need to displace thousands of locals by host countries. However, the problem with a permanent island/location comes in transportation of viewers. If it's an island, then an airport would have to be built and maintained just for the event. Similarly for hotels and restaurants though the expenses for maintaining the latter is significantly cheaper than maintaining a hotel. However the infrastructure for tourists problem can be skirted if the island is situated near a big city. Flights, accomodation and restaurants would see dramatic rise for the roughly 3 weeks of the event. Spectators can be ferried to and from the island. Yes this city near the island will benefit perhaps unfairly over others because this would be a permanent destination, but it cuts billions is potential costs. Coming back to the winning bidder situation, it would have to renovate existing facilities such as stadiums and housing for the atheletes. Because this would be an island, the housing for atheletes could be spread across a much larger area with individual cheap units rather than expensive high rise apartments that are hard to build and maintain. Meanwhile the stadiums would need a high initial investment but could but maintained at a cheaper rate. The most sustainable solution would be to reuse these venues. Hosting football, basketball matches and concerts would significantly reduce operating costs. Additionally, reusing the roads for events such as F3, F2 and F1 would further reduce costs. There definitely exist better long term solutions than simply leaving governments with billions in debt.

Its basically more economically effective to get others to pay for your profits/bribes & corruption, than building a new country from scratch that could afford this nonsense. Its a nice idea though. Build Oly-tlantis is basically the proposal here

    Cost wise that would be great, but it would take away from the spectacle and uniqueness of each Olympics. I can see where they all start to blend together. "Oh, it's been four years already?" It's a great moment to highlight the host countries and their cultures as well, they just clearly need a way more sustainable way of doing it.

    It is because those at the IOC needs to get paid. Notice when there were no bidder for the event, there were surplus? No bidders , IOC had to lower their standards and price.

    @@long2181998 Los Angeles did not have all the facilities in 1984, it just adapted several of the surrounding area facilities (using UCLA housing for the athlete village for example, which it will do again in 2028). There are 100K homeless within 40 mile radius of downtown Los Angeles - the city is going to go well into the red for 2028 and our idiot mayor Garcetti will long be out of office. He's so hated that he's having Biden ship him off to India as an ambassador so people will forget about him (because he has aspirations to be president some day). The IOC may have started with good intentions, but the swanky high rise which the IOC person speaking in the video doesn't come cheap. They've grown accustomed to bribery and embezzlement, the spirit of competition and human spirit is an afterthought.

    The Olympics should return to Cities that have already hosted the Olympics with the Venues already built so they can recoup some of their original investments and make some money for their local economies. And the Athletes Village should be built using Shipping Containers, that way they can easily be setup, and taken down, and shipped to each new Host City, and stored in a facility owned by the IOC.

    The IOC is also well known for not wanting to pay taxes on it's profits. This has been confirmed in the negotiations they were doing for the bid of "Rhine-Ruhr 2032". As far as I know, the region didn't accept this and thus it was one of the reasons 2032 is going to Brisbane. they just want the money for their organisation.

    USA and Canada have a bunch of stadiums for its multiple sports leagues and so is at an advantage to stay on budget and not construct anything new for a single event

    I think LA hosting in 2028 will also be profitable for LA. We already have so much infrastructure here and any additional money spent to improve it the county will greatly benefit the residents here.

    Turn Greece into an Olympic's BnB, they host the olympic but different Countries sponsor the Game, they add new features and remake the look and feel of the permanent grounds/location vast reduction in cost when infrastructure cost mostly removed and Greece get a better deal in the world economy

    American cities have a major advantage due to having NFL, NBA, MLS, MLB, and even hockey. Not to mention all Major universities have the same facilities.

    LA and Paris had both Bid for the 2024 Olympics originally. The IOC was concerned no one would bid on the 2028 games, thats why they Awarded them to LA when Paris won the 2024 games. These cities both planned on hosting the the games beforehand, they weren't randomly selected or forced.

    Higher cut, they own the sole rights to the Olympics, so they can charge what ever they want since alot of countries want bragging rights and will use what ever tax payer money to do so, while the tax payers for the bill. That's not on top of them hiring friends, family, cutting corners, and taking bribes to build the facilities

    They should just design stadiums in a way that can be turned into social housing, open markets or shopping malls or something else that serves the citizens in long terms. Even parking lots or garages for busses would make sense

    Olympic stadiums are always used after the games. Problems become baseball ballparks, beach volleyball arenas, aquatic centres, kayak facilities, velodromes etc. edit: the only olympic stadium that hasn’t been used after was for Pyongyang, which was demolished right after the game.

    Thanks, there is a report on London. Check it out guys. It’s made me feel that we did it right. I lived in East London before the Olympics, and I now work in a new swanky building! Westfield shopping centre is one of the biggest in Europe. Well done 👏🏿! I’m proud !

    Vancouver benefitted. Highway 99 was improved. A new elevated train is still in use. The big speed skating building was redesigned into a massive community centre for use by local citizens. It is still in use. The torch statue is still there 11 years later. There was a huge extension built onto the Convention centre. It’s also in use.

    Maybe if IOC stop taking all that tv revenue maybe cities would be able to cover some of these costs. It's insane to me that cities spend millions of dollars just for consideration to host the games.

    The IOC does redistribute its revenue towards costs, but not the entire cost.     To me it would make sense to pick a dozen or so cities around the world to be rotating hosts of the Olympics. When not hosting use the facilities as training centers for athletes from anywhere. There's already housing on the Olympics sites the training athletes and coaches could rent.

    The genius of the 1984 Summer Olympics in Los Angeles was to use and refurbish older facilities like the Coliseum instead of building up new ones. There was also plenty of facilities available across the region such as the ones at UCLA or USC among others.

    Also. A small window for construction doesn’t allow for price competition. It’s usually rife in corruption since they preselect their friends for infrastructure projects and charge whatever they feel.

    I have 2 simple solutions. 1. Use countries with infrastructure already built. 2. Every 2 or 3 Olympics have a "default" country with proper infrastructure and use the excess profit to assist those without the infrastructure on the years you use other places. It's not really a difficult issue to handle.

    Would you want to either when 90% of your population is not fully vaccinated, the new Delta+ variant is 50% more dangerous and the pandemic is still raging around the world? It's just dumb and extremely dangerous that the IOC is insisting it has to happen this year. The IOC promises to boost international tourism. If they delay it another year, the games can open up to most of the world to come visit Japan and boost the stagnant economy. Instead, they're forcing local folks to spend money and support the games (and fill the IOC's pockets).

    Pre-pandemic they did support it. Tokyo was on track to become a success story like London 2012, however now that Japanese government failed a vaccine roll out and costs skyrocketed, public support nose dived.

I found one article called "‘NOlympics Anywhere’: Unprecedented Transnational Olympics Protest in Tokyo" from July 2019 saying: "It was Wednesday, July 24 in the teeming district of Shinjuku, Tokyo, the summer evening air sizzling with energy. And for the transnational anti-Olympics movement, the moment was historic-not just for the legions of passers-by exposed to the critical message but for the unprecedented transnational nature of the march. Organized by the Tokyo-based collective Hangorin no Kai (‘the Anti-Olympic Group’), the protest featured representatives from NOlympics LA (LA 2028), NON aux JO2024 à Paris (Paris 2024), the Anti Pyeongchang Olympic Alliance (Pyeongchang 2018), the Popular Committee on the World Cup and Olympics (Rio 2016), and the Counter Olympics Network (London 2012).     Each and every one of the stadiums, facilities and buildings built for the 1968 Mexico Olympics are still operational to this date and benefit many people ... As I see it, the secret is to have an architecture designed for the people and not sterile, disposable and without a future structures designed by snooty architectural firms to overwhelm the media.

    The 2032 bid which is 95% likely going to Brisbane is doing this. The games will be spread out to the Gold Coast, Sunshine Coast and maybe even more. And with no new sporting venues needing built just upgrades it could pay off

    I was thinking the same thing! Why not the concept of a whole continent taking part in the Olympics? For example in Asia, Tokyo will have the opening ceremony while Manila will have Basketball (you get my point) I think countries will have time to prepare because they're only focusing on a particular sport and not focus on the whole event in general.

    Listening to the list of things the Olympic village ‘has’ to have… really? Just cater in or something. It’s just temporary. If the restaurants or whatever isnt already there or nearby then the accommodations is in the wrong place and would certainly be useless locally after the games.

    There literally has to be food being made around the clock nor breaks for over 17,000 people and it makes more sense to cook it there and have big cafeterias (which is how they serve their food) there’s a lot of extra tourism stuff they include to make it more a fantasy experience for players that cities don’t need to have, Rio has so much wasted park space it’s sad

    Atlanta 1996 did very well managing cost, due in part to Coca Cola (headquartered there) helped with some costs. The city government also had a good plan for the venues use after those games.

    @@LuckyK7777 In fact the 1967 International Expo had a seismic effect on the society, opening a close and retrograde culture to the world. In terms of infrastructure it constructed some essential facilities that are still in great usage today. I speak from experience being a French Canadian born in the sixty and living in Montreal. The Olympics in 1976 was a financial disaster that indebted the citizen for decades and in my view had little positive outcome. It diverted huge sums of money to things that would have helped, like health, education and affordable housings. Olympics are just a sporting event that has become a vanity project for government and politicians and has little effect on the population.

    Building an extension to the Montreal Metro for the 1976 Olympic Games was not cheap. After being awarded, in May 1970, a loan of $430 million ($2.7 billion in 2016) was approved by the Montreal Urban Community on February 12, 1971 to fund the extensions of Line 1 (Green Line) and Line 2 (Orange Line) and the construction of a transverse line: Line 5 (Blue Line). The Government of Quebec agreed to bear 60% of the costs. The work on the extensions started October 14, 1971 with Line 1 (Green Line) towards the east to reach the site where the Olympic Stadium was to be built and Autoroute 25 (Honoré-Beaugrand station) that could serve as a transfer point for visitors arriving from outside. The extensions were an opportunity to make improvements to the network, such as new trains, larger stations and even semi-automatic control. The first extension was completed in June 1976 just before the Olympics. Line 1 (Green Line) was later extended to the southwest to reach the suburbs of Verdun and LaSalle with the Angrignon as the terminus station, named after the park and zoo. This station opened in September 1978. In the process, further extensions were planned and in 1975 spending was expected to reach reached $1.6 billion ($7.3 billion in 2016). Faced with these soaring costs, the Government of Quebec declared a moratorium May 19, 1976 to the all-out expansion desired by Mayor Jean Drapeau. Tenders were frozen, including those of Line 2 (Orange Line) after the Snowdon station and those of Line 5 (Blue Line) whose works were yet already underway. A struggle then ensued between the MUC and the Government of Quebec as any extension could not be done without the agreement of both parties. The Montreal Transportation Office may have tried to put the government in front of a fait accompli by awarding large contracts to build the tunnel between Namur station and the Bois-Franc station just before the moratorium was in force.

    These facilities should've been converted into venues for concerts, parties, events, etc., Instead, they sit their idle. You could also turn it into a large park. Plenty of ways to use these infrastructures. Unfortunately, we all know what happens. Olympics games are a great way for corruption to go rampant. It's the same with stadium arenas being funded in the states. Wealthy team billionaire owners get a subsidized arena at the cost of taxpayers.

    In London, our Stadiums were designed to be used after the games. The stadium is now a football stadium. The swimming pool is now a leisure centre. Copper Box Arena is an actual boxing gym. The athletes' quarters are all flats that have been sold or rented out and Stratford is now one of London's nicest places.

    In most cases the venues are too expensive for the host city/country to keep up. They can cost millions each year to maintain and most facilities are only good for the sport they were designed for. A velodrome is not good for anything but cycling and too expensive for local cyclist to maintain on their own.

    @@1964mcqueen I don't disagree about the maintenance but where I live, NYC, taxdollars go to a ton of various projects. Keeping these venues open and under maintenance would increase jobs and the lifestyle for many people. Like I've stated, imagine if you could turn these into huge parks and allow commercial stores or events to operate... There are plenty of ways to make it viable but the intentions of it generally aren't planned with that being in mind.

    If a country/city doesn't have these facilities before they host the olympics, then they are not going to need them after the Olympics. But it's the countries that put in bids to be hosts, so they are literally asking for trouble.

    Having worked on 1984 Olympics, our success (not duplicated by other LOCs): A leader who was a businessman who was a genius in travel and entertainment (versus politicians). We got to keep most of the TV money (instead of the IOC taking it). Ueberroth practically invented sponsorship naming rights, a great deal of the infrastructure was paid for by the sponsors who wanted their name displayed, we also got product for free (at HQ there were free coke products, free chocolate, managers had free cars). While we had built the 1st Olympic village in 1932, in 1984 we used the UCLA and USC dorms to house most of the athletes and only building temporary structures for athlete entertainment. Many venues were still around from from 1932 and others had built for non Olympic use . Some venues were temporary structures which were little more than plywood shacks with nice paint jobs. Ueberroth hired experts, many who he knew for his business career, if they didn't perform, he fired them on the spot. We had a trouble shooting team that effectively helped the managers.

    @@klonoafan2012 An American city must be selected by the United States Olympic Committee in order to submit a bid to the International Olympic Committee. The USOC at the time confirmed that the United States was not going to bid. Las Vegas, however, submitted a bid to the IOC without USOC consent and were rejected by the IOC because they did not have the required USOC consent.

    Have a look at the Sydney games. All the venues that were not temporary and still used, especially the Olympic stadium is used every weekend to host multiple sporting events (soccer, rugby, rugby league all have home teams based in it)

    Flew to Sydney for a week long conference that took place in Sydney Olympic Park in 2015 and was blown away at how well utilized the infrastructures were from 2000. They even let my team book a box room to use in the rugby stadium to hold a meeting in and it proved a wiser choice as the guests experience a change in scenery from the mundane conference room approach. I even delayed the meeting time to 5pm and added free drinks for guests so it was more of a happy hour meeting with a view of the stadium. It was brilliant!

    Yeah Montreal got the metro (they only replaced the original trains a couple years ago), but the city was in debt for 30 years. urban planning and development was basically put on hold for an entire generation. it's only been improving since the late 2000s, but unfortunately that has the effect of driving up housing prices and rent.

    I live in Stratford and I agree with you regarding West Ham part, however I do think it’s fantastic how much of legacy has been left my the games in Stratford. The Olympic park hosts several teams, clubs and events. The Westfield centre alongside the new east bank site helps really adds a lot of culture and excitement to the area. I’m sure it’s all dirty money, but what do we truly expect 😅

    Another huge issue is that the "revenue" from building sports stadiums (including hosting the Olympics) never actually stays in the host city. There are several reasons why, including that people who staff and play at sport events usually don't live in the area, food and merchandise sold at the event comes from non-local areas, and people who spend money on sporting events aren't spending "more money" than they otherwise would have; they are just choosing to spend their money on a scam sporting event rather than at a local restaurant etc.

    The World Cup for the US will cost nothing as they already have all the best stadiums of the world from the NFL. In LA, Vegas, Atlanta, Houston/Dallas, Arizona, New York, Minnesota, New Orleans. All of these are massive indoor stadiums (except NY) that have hotel capacities.

    Notice how they mainly glanced over the fact that the Olympic Body that decides where the game are held and such, which only operates every OTHER YEAR, makes 2 BILLION DOLLARS in revenue which the costs of the games are SUPPOSEDLY 2B DOLLARS. It's a small group company with too big a strangle hold on the games too

    As an American, I got to see that. I even got to see the pool! The super high diving board was closed (but they showed up the bubbling device under water used to help soften water impacts due to the great height involved).     One way to make the games a lot more cheaper for the hosting city is to get rid of the extreme corruption of the Olympic governoring body who takes millions in bribes

    @@Donkeyearsa Itt would work like this: 1. Refuse to do business with them in any manner whatsoever. 2. Investigate them if they try to operate in your jurisdiction or make contact with anyone in your jurisdiction. 3. Prosecute them for any and all crimes uncovered during investigation.

    I believe there are three types of Olympic hosts that would make the games sustainable and give a positive legacy: 1) Have the games be hosted by a previous host city such as LA, London, Paris and Sydney for summer games and Vancouver, Calgary, Salt Lake City and Turin for winter games who had successful impacts hosting and still have the venues needed. 2) Have the games hosted by a new host that has all the infrastructure and at least 80% of the permanent venues needed to host. Cities like Toronto, New York, Chicago, Madrid, and Brisbane have all or most of the venues needed and have permanent tenants. 3) Have the games co-hosted by multiple cities in the same country or a whole country similar to the world cup of soccer. For example, Toronto and Montreal co-hosting the summer games and Calgary and Edmonton (it can be named Alberta 20??) hosting the winter. I remember here in Canada it felt like the whole country was hosting the Vancouver 2010 winter games with all the buzz and there's normally a lot of federal funding that goes into it anyways. By the looks of the current choices by the IOC for future hosts it seems like their going in that direction. Hopefully these hosts will be successful and profitable which will bring back the magic and excitement that the Olympic games use to have.

    I think the Olympics now needs a dedicated site and facilities where they're held ever Olympics year and money spend on keeping those facilities up to date and maintained. Idk how that could be funded but think that's better than current system cities spending billions of dollars on facilities often only used once and fall into disrepair. I also know the spirit of the Olympics is international cooperation and competition and this has been a tradition of cities and different countries being involved in hosting. Plus where would this facility or two be located and if we picked this city or county, worries other would be upset about that choice.

    I doubt Rio had a facility big enough for the Olympics. Also as a matter of national pride they probably wanted it to be new and shiny

    13:53 Uh, not really. The metro was started for the 1967 world's fair, and the 1976 olympics added less than ⅓ to it. Far more extensions were added *after* the olympics than as part of them.

    With Sydney all the venues where use after the games and are still good order
