How sanctioned Western tech is fueling Russia's military

Mounting evidence suggests Russia is continuing to obtain U.S. microchips and other advanced Western technologies for use in its military equipment.
Such technologies are typically used to power our smartphones and laptops. But as so-called dual-use items, they have both civilian and military applications, and can therefore be repurposed into a range of items from drones to missiles and armored vehicles.
Indeed, one recent analysis of 58 Russian military equipment recovered from battlefields in Ukraine found more than a thousand foreign components - primarily Western semiconductors.
That's despite Western sanctions aimed at stifling Russia's war. But convoluted trade routes through intermediaries in countries such as China, Turkey the United Arab Emirates, mean that these essential technologies are still entering Russia, adding to Moscow's pre-war stockpile of raw materials.
Watch the video above as CNBC investigates the murky trade routes fueling Russia's war.

The report did not mention this simply because Russia has no such production capacity. Russia is probably capable of making chips with the old 65nm technology and older, using old manufacturing lines that were discarded by IBM and AMD years ago and tnan sold to Russia. It is hard to say whether the machines are still in working order and capable of production, because Western companies do not service them.

Russia is repurposing Western microchips and other advanced technologies in its military equipment, including missiles, radios, drones, and armored vehicles, according to an analysis by Damien Spleeters. More than 58 pieces of critical Russian military equipment recovered from Ukraine's battlefield contained around 1,000 foreign components, primarily Western semiconductor technologies. The sanctions evasion and avoidance are surprisingly brazen, with some companies having ironic names such as Heavenly Mechanics. Elina Ribakova, a senior fellow at the Peterson Institute for International Economics, said the findings expose Russia's continued access to Western tech imports. Two-thirds of the foreign components identified ultimately originated from US companies, with others from Japan and Germany. Sanctions on Moscow are largely limited to Western allies. Russia imported $2.5bn worth of semiconductor technologies in 2022, up from $1.8bn in 2021. The dependence on imported high-tech technologies is an old one, with the Russian military and civilian economy becoming dependent on readily available global technologies, both hardware and software.

@@vlhc4642 yes true, but both Russia and Ukraine use cheap unencrypted analog radios for communications on the battlefield. we have all seen news reports of them using radios like the Baofeng UV 5r and uv82. these radios are easy to listen to on any scanner and SDR and a not even military rated. but as for the data transmitters on Mavic drones and other such drones, yes, that's a problem.

It's embedded in the circuit. They simply wouldn't know how to turn it off. Access would be encrypted microcode. As long as it's connected to a network, it can be triggered via a IC driver update on a delay timer, so that sufficient time is allowed for global driver updates on the majority of semiconductors can be set in initiation phase. From there on it can simply trigger based on a timed interval or even random time range progressively disabling the ICs. it could be temporarily or permanently set. Only the IC manufacturer could access it and control it. Control could be made multi layered secure, including via another IC that's not released publicly and forms part of the multi layered encryption key system.

The policy should be: 1) take one proven case of importing something big or important (eg. airplane parts). 2) announce sanctions against (a) country which let it happen, or (b) bank which performed the payments, or (c) the company that arranged it all. Putting up sanctions against entire countries may be too severe, and governments there may be unable to control actions of unscrupulous importers. Case (c) is also not effective, as such transactions are likely done via ghost companies just created for this purpose a week prior and disbanded after. But case (b) - punishing unscrupulous banks - is very doable and effective. Setting up “ ghost banks” is not easy, so real, established banks are used. Banks know what such transactions are for ( totals are in millions of dollars ), and the mechanism is simple and reliable - cut them off from SWIFT, or impose penalties on their transactions. And yes - Swiss banks - get ready. Aiding Russia has to stop!
