It's a very rational way of thinking. They needed to be modernized or westernized (since only the West was modern at the time) in order to prevent being taken over. The Shogun was too naive and wanted to keep things as it were, and just magically became like Britain. The issue is if they didn't evolved from feudalism, they would get flattened. The issue in the West was assuming other parts of the world were as rational. especially in the Middle East, where they kill each other over being from the tribe 1km down the road.

The Meiji Era and Japan's Modernization has always fascinated me. How a society that had virtually no advancement for two centuries and was essentially a forgotten backwater then turns into a Modern Great Power in the span of 50 years is truly incredible. If it has any lessons for us today it is that we should never underestimate what time and determination can do. I'd also be interested to hear about the other cultural changes that happened in Japanese society at this time. I know a lot of what is considered modern Japanese cuisine originated in the Meiji Era, like for example Tonkatsu, which is basically just a schnitzel or dressed pork chop Japanized, since before the Meiji Restoration meat eating moved between being frowned upon and illegal in Japan.

The Beiyang Fleet, to say the least, was quite astonishing for its time. In the 1880s, almost all of Asia had no ironclad boats except Japan and China got the full brunt of that experience when they fought the French and got walloped hard. This the Qings to quickly purchase way more ironclad ships from Germany and Britain to supplement the loss that they suffered during the Sino-French War but a roadblock was in the way. During Guangxu's short reign, he wanted to modernize the country in total like how Japan did but his advisor, Weng Tonghe, fervently opposed to the plan that modernizing the military was a no-go when the treasury was already at the brink of emptiness due to overspending thus he proposed the cut of fundings to the military which Guangxu, who also needed the funds for his own personal "Forbidden City "war"" with his family and officials, complied and promptly cut funding to the military and that was the catalyst for all that was to come. When the Beiyang Fleet was formed in 1871, it was the weakest out of the 4 major Chinese fleets of the time which comprised of the Nanyang Fleet which was another modernized fleet, the Fujian Fleet and the Guangdong Fleet. In total, by the time of the Sino-French War, China had a combined fleet of over 150 ships in total but by the end of that conflict, the entire navy was cut down to just 80 ships which was horrific loss whereas it totally killed off the Fujian Fleet. However, China post-war still held a powerful navy on paper when it comes to tonnage and that's when the Beiyang Fleet comes into play. Prior to the conflict, the Beiyang was known as the weakest but that's because it was lacking in the number of ships that it had but the ships that it had was powerful. Unlike the other naval fleets that China had which was mostly composited of wooden steamboats, the Beiyang Fleet was the first in the entire Chinese navy to have a iron warship and not just a boat that had iron clinging on it not only one was sent there, two were to be in the Beiyang Fleet and that's the Dingyuan and the Zhenyuan. Coupled with the losses that the other fleets suffered from the Sino-French War, the Beiyang Fleet effectively saw itself being trusted into the most powerful fleet that the Chinese had for that period and in total of the four fleets, it somehow became the 4th most powerful navy in the world, even beating Japan with the amount of tonnage they had on paper. However, everything was not rosy on the Chinese side despite the impressive numbers. During the peace time before the Japanese swung with their bats, the Chinese government was in disarray. When Guangxu cut fundings to the military, Beiyang Fleet was hit rather harshly as they had planned to get two more battleships from Germany but that was cut by imperial decree. Not only was that an issue, due to the lack of direct funding, the fleet was left in a complete tatters as there's now no money to get more ammunition for training nor parts from overseas to repair said ships thus it gets worse and worse and worse. What exacerbated the issue even more was that now with lesser funding, the pay of officers also got cut thus many resorted to corruption and downright stealing. They'll take supplies, parts and even sometimes weaponry from the Beiyang Fleet's HQ and ships and flip it out to black market dealers so they too can earn a quick buck but by doing so, they basically doomed themselves without knowing as the same time their pockets were filled, the supplies in the HQ was dwindling and not only so, the supplies were not coming in fast enough to fill the amount they took away from the base thus when the Japanese did fight the Chinese during the First Sino-Japanese War, the Beiyang Fleet suddenly saw itself in trouble as now they not only had inadequate supplies, ammunition but also a lackluster crews as they couldn't train with no supplies and paychecks but still had to face the Japanese head-on as the other fleets were not that up to scratch either but at least the Chinese had two battleships when the Japanese had none. Now the Japanese at this point had over 200 ships in total but they sent about 130 towards Weihaiwei region which was the penultimate battle between the Beiyang and basically the whole Chinese fleet against the Japanese and in that regard, the Chinese navy sent about 60 ships to the fight. In the crosshair was of course the pride of the Beiyang Fleet and the Chinese navy in general, the Dingyuan and Zhenyuan but the Japanese at this point still didn't know that the Chinese fleet's condition was that bad as they initially thought that the Chinese would decimate them with their big guns with the battleships as all Japan had was numbers in ships but their ships were all small in size so even if the Japanese ship count in the fight against the Chinese ratio was a close 3:1, it'll still be a Chinese victory IF the Chinese did their homework and deployed well like Yi Sun-shin. The Japanese found out that that was NOT the case as despite having all the strength, they discovered that the Chinese navy was in a confused state that not only their deployment strategy was wrong, they were not facing that many shots as they expected from the Chinese fleet thus the Japanese launched an all-out assault on the Chinese fleet and sent the Chinese fleet all down into the sea with speed and tenacity alone.
