Lee is eloquent, factual and competent in the manner in which he presents his opinions. The worst part of devolution guys, starts from COG entertaining and freely allowing themselves to be treated less than what and who they are by each time accepting invites by the executive to meetings where they are explained on how revenue collection is a challenge than allowing the Constitution and law work for them. The moment you allow someone who owes you inviting you to their residence to have merry lavishly the explain you why they can't pay you than clearing your debt, such debtor is making a loud mockery of your conscience and intellect. Here, you the owed is the fool not the one that owes you. It is sad that the CEOs(Governors) in their own right can agree to be treated less by the office of the president. By now, their could have been a case in court over delayed disbursements and or lack of getting the correct percentage in allocations. Ì politely remind Waiguru that she needs to stand firm and assert her authority without fear. Devolution has nothing to do with which party you were vote in but service to the people by leaders elected to act as electorate's custodians. I stand corrected!!
