So if i put 32" tires on i should follow this procedure and the machine will adjust itself for these larger tires in high and low?

No, it will automatically adjust.

Yes! This is the procedure for all Honda pioneer 1000’s and all Honda talons. You can order a service manual online, from your Honda dealer or I’ve seen them on eBay too.

If my clutches are burnt up would that cause it to not re learn?

Yes. Typically only one clutch basket goes at a time, or it could be several other parts as well.
