No it does not infringe your 1st Amendment rights. Your 1st Amendment does not allow you incite violence nor does it allow you to discriminate on account of age, sex, religion, disability. All the Antisemitism Awareness Act is to adopt the internationally recognised definition of antisemitism for the purposes of determining, for example, whether someone has discriminated against another person.
