On speaker ones he could, however most sirens dont use speakers. They use a chopper to suck air in and chop it up so fast it creates sound.

Communication is key because people turned to the news when the sirens began going off, so to inform the people that no, there wasn't a terrorist attack going on; the news would need to broadcast it as such. A media blankage probably would have caused more panic to ensue anyways.

I heard the Dallas siren in the Lubbock Texas panhandle this morning at 8:30 in the morning I thought it was an angel apocalypse from New York City. It was really a tornado siren that they were testing a tornado siren siren, the Lubbock, Texas panhandle. At 8:30 in the morning.

I would panic if this happened in my city
