how about 31 Celsius i live in a tropical place like Philippines... Can guppy go to 28° to 31° because my tank Celsius is 31- 28°C

at that temperature guppies are still livable, however we recommend finding a way to keep the temperature stable at 27 degrees

That is too high. I managed to keep them at 29 with good success, but they need very good oxygenation, otherwise they will asphyxiate.

You need some fans to blow on the water, that way you can get down to 29-28. It hastens evaporation that lower the temperature of the water.
