Actually a lot more back and forth than I thought it would be. To me it looks like the Roman Empire's AI wasted too much resources and effort on ultimately failed naval invasions though.

Alright the Greater German Reich vs Roman empire *BUT* its them on their final days so Germany is as of 1945 and the Roman Empire is the remnants of the Western Roman empire
