WION should do research on China's similar behavior in Indochina when they took similar steps to build dams on the upper part of Mekong River (on Manwan in 1996, Dachaoshan in 2003, Jinghong in 2008 and Gongquoqiao in 2012) and trying to repeat the same strategy here in the Himalayas. It seems that China's strategy is to build something illegally and then proclaim that place as China's.
