Google Voice and Google Hangouts have Migrated and you can make FREE Phone Calls without a Cell Phone Plan now! All you need is a Google Voice Number and WiFi!
This video shows that my Note 3 (running CyanogenMod 11) is NOT activated, and I demonstrate that by first trying to call out using my normal dialer. It failed, so I used Google Hangouts, and it worked! My WiFi is not the strongest upstairs, so it could of been that, or the CM11 Nightly that I was on.
