The recent stuff in the manga shows why this is. Vegeta learns he's too tense all the time and therefore can't relax enough to focus. Goku is too relaxed all the time and let's his guard down. So it's basically literally just about being on guard or not. Goku was def on guard here. But when he got shot he was winning and it was a cheap shot. Plus it's one of friezas men's guns. It's probably a pretty strong gun or else frieza wouldn't have them bother.

At the time, they didn't. Frieza wanted him dead. But since the TOP, that surely seems to be the case. Like frieza saying he didn't plan on killing any saiyans, not fighting goku and vegeta, letting cheelai live. And then in the manga he only KOs goku and vegeta. All he did was prove himself. And let them live.

remember in Z when Frieza killed Bardock, slaughtered a bunch of Namekians, killed Vegeta, almost killed Piccolo, blew up Krillin and then blew up Namek? and then after being repaired by his father went to Earth to completely wipe it out and was stopped only by Trunks, who was only able to defeat him by having future (no pun intended) knowledge of the event? apparently no one else does.

the base power up feels absurd here. frieza final form is so much more OP here than it was in namek arc, and goku played with it in base.

You're not wrong. The number scaling was okay at first. You had aliens with higher power levels, but the weaker humans were able to stay relevant with training and unique techniques. Now, you've got Jiren having a power level of 12.1 septillion, and I really miss the "it's over 9,000!" days. Now, no-one matters except the villain, Goku and Vegeta, and the power scaling has gotten insane.
