i've seen him in three episodes thus far in different undercover roles! He also played a sergeant for the housing police or something.

Ha, "some dump on 21st & Lex". That is the north center side of Gramercy Park and one of the most expensive blocks on the planet. This could have been accurate in the 80s, but Season 13 was aired in 2003 and was likely shot in 2002.

There is, or was, a block's worth of SROs somewhere near there circa 1988. Maybe 26th and Lex.?

@@silverloony1170 Yes. His brother refused to give him any more money for his addiction. He got mad, killed him, then decided to get rid of the witnesses.

@@animalm4st3r I mean, they did break the law. The technicality he's talking about only applies if they feel their safety is at risk, like he said, and they are clearly not afraid for their safety, so therefore the technicality doesn't apply and they are breaking the law

And the cops misuse the Terry doctrine. (1) If they reasonably suspect that you have committed, are committing, or are about to commit a crime, they can stop you for questioning and demand ID. (2) If they reasonably suspect that you are armed, they can give a pat down. If, in the latter, they perform a pat down, they can't go through your pockets unless the pat down revealed a "hard non-biological object." So, they didn't have a right to search him, and the drugs found wouldn't have been in any way admissible in a court of law.
