Cycas are also from Southern Africa!
My sago palm has been in a pot for 5 years in zone 7b SC and has always survived, and it came from a baby on my sisters plant. My sisters plant has 5 babies at least every year. That’s why I never put one in the ground, difficult to dig up babies and manage.

What size of the trachycarpus will be ok in the winter?

It is not so much the size as the need for root establishment. Even a large specimen won't do well if planted late in the season.
