You got it right, this is a homage to the original Joe that came out in 1964. I’m an old guy, so I grew up playing with the 12 inch Joes. In the early’90’s, Hasbro released the Hall of Fame Joes which were 12 inch versions of some of the RAH Joes. The bodies were not very articulated, but the line kept up interest in Joes, especially after Hasbro discontinued the RAH line in 1994. In 1996 Hasbro released the Classic Collection Joes, which reintroduced the 12 inch figure on a body with much improved articulation and uniforms. The success of that line paved the way for Hasbro to reintroduce the RAH line in 1998. The Classic Collection Joe line was discontinued in 2005, although the bodies were used in the Star Wars line and a small re-release in 2011 of four hero Joes-Paratrooper, Navy Seal, Police Officer and Firefighter. I'm surprised you're doing the soldier before the sailor. Most reviews did the sailor since that figure was received first. But you do you. There is supposed to be pilot and marine at some point You and me both, the 12" figures were way before our time. In the late 90's there were some 12" figures released as a homage to the original 12" figures. Someone had a poll listed which figures would likely be next. Some of them of them were too far down '88 and above. It seems like the '86 and '87 should be released first.

For a second there I thought this was an Action Force figure😂

I don't think thats a scarf. I think it is a "down" version of the poncho hood.
