Yes and no, that DLC was about the first dragon born who is stuck in a plane of oblivion who is trying to reenter the world.

Its actually pretty cool. Some of the most awsome shouts come from it, the Stahlrim armour looks dope and the new spells like Ash Elemental are cool as well.
