Escalate, harass and collect as much as they can for their political over lords so they can make more money for the '' state''.

    @@swmplvr - It means he was doing his job. In a (legal) traffic stop, a driver is REQUIRED to provide their driver's license to the law enforcement official who requests it, period. If the driver refuses, LE has every right to arrest the driver, which can include removing said driver from the vehicle. So when I say, "cope harder," I mean you need to deal with the reality of the situation better because crying about it won't help.

    This episode should be a training video for officers on how to deal with these kinds of stops. No 20 minute back and forth. Direct and to the point. Dep. Sloap even knew when to back off when the conversation wasn't being productive anymore rather than escalate to an argument.

    According to the 10th Amendment of the Constitution of the United States; The States have the power to make laws not superseding the Federal. This includes the roads, highways, expressways, waterways, licensing and registration of all motor vehicles, licensing of non-motor vehicles, licensing of resource usage, and more. The States have the right to govern themselves. This is fundamental in a free society to help with power balance. Driving is a privilege, not a right! The 4th Amendment does not apply to drivers' licenses, proof of insurance, registration, license plates, or tags.

    The 4th amendment applies to ID / identification. You don’t have to identify unless you’ve committed a traffic violation in the case of the video. The issue is that the driver doesn’t know if it’s a legal stop or not. Brady list Sloup should’ve easily stated his reason for the stop in the same sentence as asking for ID.

    @@AbitCoD But that amendment is for general stops in person, not when operating a motor vehicle (in Arizona), as their revised statue 28-3169 says: "A. A licensee shall have a legible driver license in the licensee's immediate possession at all times when operating a motor vehicle. On demand of a justice of the peace, a police officer or a field deputy or inspector of the department, a licensee shall display the license."

    The issue is that in many places officers aren't legally required to tell you why they pulled you over before asking for ID. However, any smart officer would introduce themselves and tell the person why they pulled them over and then ask for ID and registration at the same time. The officer immediately establishes that they are legitimate officer and stopped them for a legitimate reason. This builds trust and confidence. If you continuously bark at someone for ID without letting them know who you are or why you stopped them, then you're a bad cop who escalates rather than deescalates. Escalating needlessly may lead to real harm being done to either party or a third party. A good cop understands how to control a situation by building trust, not by asserting dominance through fear based tactics.

    Frank posted a commentary on this video. The citation was dismissed because at the time of issuance, a new system had just been implemented that was not sending citations to the appropriate courthouse. So on the court date, the Defendant showed up with the citation but the courthouse did not have a record of it. The problem was identified because of this traffic stop and resolved.

    Frank didn't show up, since he's on the Brady list for dishonesty. While a Sgt. in a different county, he falsified documents. That's why he's stuck doing traffic enforcement. No prosecutor wants Frank as a witness for a real case.

    They did a follow up. The guy fought it and won due to a technical glitch in the Arizona ticketing system. Afterwards, the glitch was fixed.

    The law isn't that hard. Driving a car on public roads is a privilege given to you by the state. Part of that privilege is that if you commit a traffic infraction, you are required to present ID. He was caught speeding so the officer has probable cause to stop his car on the public roadway and demand his DL. He does not get to refuse or set the terms of how he will display that DL. Doesn't matter if AZ isn't a "stop and ID state", none of that matters if you're driving a car on public roads.

    Didn't you know that while that does apply to "drivers", it does not apply to "travelers". "Travelers" can do whatever the hell they want without consequences because "free inhabitants" have all of the rights granted to US citizens by the constitution but are not subject to any laws. 😂

    Hes going 71 in a 45... the driver does not deserve respect. He was putting my life in danger as another driver on the road. The person who hit me that was speeding got off with a 1000 dollar fine and I got to suffer chronic pain the last 25 years, thousands in rehab and medical bills, and limited mobility... so ya, SPEEDERS DONT DESERVE RESPECT!

    5 years on the job and I really like that ID first then we'll talk about why I stopped you. Never had it happen to me, but an FTO had a guy pull over, then run immediately after being told why- after that he always got the ID before any other conversation took place. Smart.

    Guy took it to court, lucked out and got it dismissed due to a internal system glitch (glitch caused the traffic stop to not show up in the system). The glitch was discovered after the guy got his case dismissed and has been repaired and fixed. Guy lucked out and got out of it due to a glitch.

    🙄 you are required to provide your drivers license when you are pulled over. When you sign your DL when you get it, you are agreeing to provide it at the request of an officer who pulls you over. Your primary offense was speeding, your secondary offense is failure to ID. When you’re this dumb, there’s no help for you.

    @@thepax2621 The software PCSO was using didn't send the ticket information to courts outside of Pinal County. This stop happened in Maricopa County. The judge had no choice but to dismiss the ticket when the information hadn't arrived at his court. Because of this case, Pinal County was able to identify and fix the glitch in the system.

    Wow! Deputy Sloup is always courteous and professional. When someone crosses the line he is suitably assertive, which he was in this occasion when the detainee tried to put preconditions on giving his ID. The detainee was rude, belligerent, and factually wrong on numerous matters of law. I too hope this went to court and we can see what happened there!

    I'd like to provide a anti troll comment. I believe the officer. I don't know deputy sheriff for sheriff. Is doing a great and most Professional job. I don't provide this anti troll comment because I'm law. Enforcement or in favor of law. Enforcement, which every true american should be, but I call them the way I see them. My father world war two veteran raised me like that. It is a federal mandate, and it is A. Requirement of most all fifty states in the united states that when you are asked by a law enforcement officer or agent, you are required bylaw to provide a valid driver's license proof of registration and proof of current insurance.     He didn't show up because he deleted part of the recording which is a felony. Someone requested the body cam and the cops said the middle of the video was destroyed. They edited it to save their ass.

    A driver goes 71mph in a 45 zone. When Frank tells the driver he will be happy to tell him why he pulled him over after he provides ID, the driver says That's not how this works. Rather than providing ID, the driver begins recording Frank on his phone. When Frank again asks for his license, the driver says his name instead. Frank once again asks for his license and now that he is recording, the driver says he will gladly give Frank his license. When Frank asks if all of the information on his license is correct, the driver says he doesn't answer questions. He then takes forever to find his proof of insurance on his phone. When Frank returns after entering the ticket in his computer he asks for a contact phone number. The driver says he has given everything he was told to give. Like a Karen, the driver then asks for a supervisor. He then argues that failure to provide ID is a secondary offense. It is not. It is a Class 2 misdemeanor. The driver then begins arguing about civil rights. He then tries to argue about the 4th Amendment. When Frank tells the driver the name of his supervisor, the driver rolls up his window. Even after all of that, the frauditors and their moronic followers cried about Frank being a big mean cop in this interaction. They even tried to claim Frank never entered the ticket even though they showed him doing so in the video.

    See that’s pretty iffy. In order for you to have to legally give id the officer must have a lawful reason for the stop. Wouldn’t just telling him be the right thing to do?

    What's funny, is this ticket got thrown outta court. Frank and the recorder deleted footage before turning it in to the court. The citation somehow never made it to the judge and it was thrown out. Frank is a dick and has a massive ego problem. I mean, the dude's on the Brady List for God's sake... I love it.     Unfortunately Officer Sloop is wrong about Arizona Law. A driver is not required to PROVIDE a license in Arizona. You are only required to SHOW it. Give them a photo copy as a courtesy never hand over you actual license.

    The definition of provide is “make available for use; supply”. Display means you let them look and they do not take it from you. I recommend make a copy of all your required document including your license so you can hand them over to the police as a courtesy.

    Imagine calling people who have an opinion that does not suit your own Frank trolls. They are not trolls, they are opinions of honest people. Is the Arizona traffic law above the constitution? Nope it's not. And because the attorney, your chiefs etc. agree with you. Does that actually mean it's correct? Echo chambers may give you confidence, but in real life you will have to listen to real people's opinion Threatening to pull a person out of the car because he asked you a question. He was never declining to give you ID at anytime. He simply asked why are you pulling me over. Well would it have killed you to tell him why? That answer is no frank. Am a troll no doubt you will say to k ep your little mind happy. You hoped for court, you didn't' turn up yourself. I wonder why. Now show respect and you have no need to knowa person's name before you tell them why you stopped. As for your SWAT team Fiasco's sworn warrants are completely different and am sure busting into probably the wrong house and threatening people is normal.. If it's the right house am sure 22 cops and sheriffs were not needed for a person who missed court 14 months ago. After all it was not that important that it took 14 months.     What Frank did was take charge of the situation where it was clear from the outset the guy had no intention of being compliant. Frank wasn't disrespectful. Frank gave him a lawful order, and this kid was obstructing the process by expecting some sort of treatment that he is absolutely not entitled to. A legal expert you are not, so stop embarrassing yourself.

There was nothing to take control of. He asked for a licence. The driver asked what did I do wrong ? Common courtesy and decency in a cop and by law now in many states, the cop would say. I clicked you at 71 in a 50 etc. nope big frank had to earn more hate from non bootlickers. And became the aggressive person on what is not a major crime of allegedly speeding. No crime against anyone., but Francis wanted to pull the man out of the car, simply because they have QI. In the end the case was not even registered properly and Frank made up some lies, even going as far as saying the men in charge agreed with his actions. Yep the same men who would pull an innocent person out of a car and actually shoot him if he reached for something too quick. The same men that investigated themselves and find nothing wrong.. imagine a civilian being able to investigate himself and find nothing wrong like police do. That's why Florida and other states have changed the stop process when pulled over. The first thing a cop has to do is identify and state why. Francis played to idiots who have no idea of the constitution never mind the law. And as usual Frank made a fool of himself in and out of court. The man frank wished would contest the case did. But frank didn't turn up. And blames some rubbish lies.

    @@normanconnor Frank asked the driver TWICE in a very cordial and professional manner to provide his license during a lawful traffic stop. When the driver decided to be a twat with his "This is not how this works" and went down the name and badge number road, that quickly changed Frank's tone and approach to the rest of the stop. Not sure if you've seen his other videos, but he's pretty chill with people as long as they're not being assholes to him. And, no, Frank is absolutely not obligated to tell anyone why they're being pulled over before he sees their license. I've watched about a thousand traffic stops on KZread and been stopped myself, and rarely do you see the cop come up and politely present to you the reason for the stop before seeing a driver's license/registration/insurance. Pretty standard stuff. Why do you think you're entitled to something more? You're fucking not. Most cops I've seen are meaner, nastier, and more power hungry than Frank, so it's unfortunate that when an officer like him is on the road doing good work, he's being attacked by cop hating trolls like you.

    @@jasonbarney5587 I hate bad policing, there is a difference. But for you it's easy to say that people hate cops. They lie and Congress allows that. They investigate themselves. And of course they will find nothing wrong. Same with anything that investigated themselves. Only time they find themselves guilty is when the public pressure is on them and video evidence of bad cops is shown all that very the media and then MSM get involved. Frank is a bad cop, he is on the Brady list. What that tells us is he is a liar. Liars can't be trusted ever. And if he is a cop, a liar what else is he capable of doing. Policing when done properly is great policing, protecting and serving. Not harassing and collecting revenue for the state, town etc. The only thing is the world has a lot of fools and they can always be fools who are fooled by bad police.
