The issue is that Australian border people have zero understanding of Asian thinking - it is based on how they would be treated in Asia, and so it makes them very scared to declare items and hope they can get away with it - in Asia it is very very different from Australia - especially places like China, where you can simply vanish and end up dead by getting on the wrong side of the law - not kidding - in other parts of Asia there can be extremely drastic repercussions for many things that in Australia are avoided by simply making such a declaration. The forms that are handed to tourists do NOT make it clear that there is no issue if you declare something - so people will try to avoid it, rather than risk prison or worse. I have lived in Asia for a very long time and I know how they think about this kind of thing.

I think he's not feeling guilty, he's just being professional and trying to be nice. More information could be gathered through light, friendly interview instead of the intimidating one. Sad truth tho, most cases of fraudulent travel document ended up with a simple denied entry. They are not being prosecuted. One of the reasons is it costs less to send them back, in another word, it's cheaper to prevent them getting into the country rather than detaining them especially if it's 'only' a case of free visa privilege. Of course every country will still do investigate and improve their security from those cases. Some could be related to terrorism for the example
