Flying Drones in Norway: Rules, Restrictions and Fines 4k

So can tourists fly in Norway? The quick answer seems to be yes! But there are important nuances and there are many of them! In this video, we will work with you on how to safely and legally use a drone in Norway.
We will also talk about the registration of pilots, examinations, rules, insurance, and prohibitions! And of course, we will not skip huge fines and even possible imprisonment!
We tried to tell it easily and understandably, even to those who are not yet a drone pilot or are far from the topic. Or maybe someone just wants to see beautiful flights over Norway! They are in this video :)

We are traveling across Norway with camper Hymer Eriba Troll 530 Rockabilly. Most of our trips are relatively short and start from Fredrikstad in Norway. For those who are limited in time, you might discover what you could see during a two-day or three-day trip in Southern Norway.

    HOW TO USE MAP and CHECK RESTRICTED AREA: Many layers are confusing and some require additional study, but what you need are the following layers. Hope it will help. If you will have questions about the exact locations - let me know, and I'll try to help. Will update comment with changes and critical findings. The most important layers to consider: Forbudsområder for RPAS, Droner og Modellfly (Prohibited areas for RPAS, Drones and Model Aircraft) Forbudsområder fra NSM (Prohibited areas from National Security Authority) Prisons (prisons) Vernområder (Protected areas like National parks) Fly- og helikopterplasser (Airplane and helicopter sites) Laws are strict, but not always authorities are so strict. There are three main sources of problems - Oslo center, Airports, and posting videos from restricted areas. The first two may lead to fines and loss of drone, the last just to the removal of content.

    I am afraid that over time all countries will have very strict rules as a lot of irresponsible flying registered every day even in airport airspace.

    You guys just got new followers. We are a family from North Macedonia and planing our long caravanning trip starting spring 2022. It will be a long road trip but Scandinavia has been on our mind for far too long and now it is time to visit it.     Great video and overview 👍🏻 Finding rules for the different landscape protection areas is the most challenging part I've found so far, as they have very varying rules for aircraft. Everything from total bans to actually permitting you to lift off and land within the area. Most of them are very restricted though.

    I fell into the drone/fpv rabbit hole recently and got pretty excited about starting this hobby but now, I don't know... If you are to follow the rules completely there will be practically no enjoyment due to the constant anxiety, worrying if you're breaking some rule/law. In fact, there are so many restrictions now that you can almost guarantee that you will break at least one law each time you fly. Also, with the cost of the RID modules being half the cost of a moderately priced drone, this hobby will be dead before you know it and only the enterprise users will exist. If it's fun, you can be sure governments will kill it.

    It becomes more completed over time, but we have to admit that it brings some risks from irresponsible pilots. For me personally it is also very annoying when it is hard to find information about specific area and then to properly understand it. Hopefully it will become easier and more transparent, rather then close to total prohibition.

    Very informative, thanks a lot! Did you ever try to get a permit for a national park in off-season? I usually travel Norway in off-season where there are almost no people in the mountains. I would like to take some drone shots and I hope that there may be the possibility of an exception for that time of year. Any thoughts? BTW: You definitely gained a new subscriber!

    It is strange, but have to admit that it is easier to communicate with CTR towers, then with national parks, but in fact, they regulate and protect wild life that doesn't have timetable. I suggest to try good time in advance and try to give as good reason to give you permission as you can. Wish you best of luck!

Thanks to your advice I've been using the safetofly map but I was wondering if you know of any Android app that includes the same information, especially the national park boundaries?

    Offers are quite limited, but what we have found is CoverDrone insurance and reasonable prices compared to what we found before. www.coverdrone.com/eu/ Please check and let us know if it worked for you. We have insurance from a local company, but this looks to be flexible for EU and N.America citizens.

    Hello, nice video an thank you for it and can I ask you some questions? - How could anyone prove you that you are above 120 metres? - How often do people get caught? I have studied your flight maps in norway and if I got it right, there should be no flying on trolltunga and trollstigen, however there are plenty of videos from this destination. I cant imagine there is a police officer on Trolltunga because it is like 10 hours trail? - Does DJI warns you that you are in restricted area in norway? I know that DJI uses some old data that are not often so accurate and it could get you in trouble - Do people rather report that you use drone or is police everywhere? Because when I was in Sweden I saw first police after 14 days, because of low density... Thank you!

    A lot of good and quite reasonable or practical questions. - Authorities may ask you to prove that you were flying below 120m and DJI makes logs of your flights. - The closer to Airports, to military objects or prisons, the faster pilots get caught. :) - DJI warns, but often even where flights are allowed. That is why they warn but prohibit. (I'm my opinion) - Yes, you may not ever see police in Norway depending on the area you are and it is quite common to report illegal behavior. Rules are for everyone, but if you follow them or not it is your personal decision, we just wanted to inform viewers about their existance.

    Great Video! I am going to Norway from the USA with my family this summer and I want to take my Mavic Air 2 to get a few arial shots of our vacation. The registration and A1 license seems clear enough. But finding insurance is very difficult especially as an English speaker. I checked out UAS Norway website but it is kinda hard to navigate and I can't find any insurance link. Any insurance suggestions for my Mavic Air 2 for the few weeks we will be there? Thanks!

    Thank you for watching! Very reasonable questions and I had to search and it is not as easy as I assumed. Norwegian insurance companies have limited offers themselves and only for customers with the local residents. With UAS Norway, you would need to become a member first and then they offer insurance and it looks not so transparent and since I'm, not a member, I-m not sure how the process is made... is it just a discount in Norwegian insurers or their own insurance. I have found quite a good offer from CoverDrone, but it seems they offer insurance for Canada, New Zealand, Australia, but not for the USA. So the only suggestion I have DroneInsurance (.com), which looks to be a US-based insurer with Worldwide coverage options. A great benefit is that insurance can be as short as one day only, so should be a great solution for 2 weeks journey. Hope this will help!

    Hi thanks for your really useful video. I intend to take my Dji mini3 pro drone to the Lofoten-islands in late February and have registered on flydrone.no. Also passed the a1/a3 test although appreciate didn't need to as sub 250g drone. Will also have suitable insurance in place. Do I also need to register or provide prior notice to the Norwegian national security authority as my drone has a camera? The opening section to your link to Areas with sensor restrictions seems to imply this as technically my drone is a foreign aircraft but all guidance is in Norwegian. Also separately does any of your other videos cover the Lofoten-islands? Thanks again.

    Hi and thank you for watching our video and visiting the channel. Using ANY drone with a camera requires A1/A3. Toy drones are under 250gr and WITHOUT cameras. No there is no system to inform authorities before a flight if it is not a restricted area. A private non-profit organization makes the map you mentioned, I believe they know that users would be happy to find an English version, but still not implemented. There is no official map from a government organization, so you have to follow the rules you learned while passing the course. And we were not shooting Lofoten yet, hope to visit this year.

    Thanks for your comment and for watching our video! Regarding insurance, CoverDrones is a good option that we're familiar with, especially for tourists. As for flying a drone in Tromsø, you're right to be cautious because of the airport in the city. Generally, the 5 km rule from the airport is a standard restriction, but always check the latest regulations and local guidelines to be sure. (Ninox Drone helps with up-to-date NOTAMs) It's great that you're planning ahead! Safe and responsible droning!

    Thank you for your video and information. I am encouraged by your video. And I got a Proof of Completion of the Online Training (valid European certificate). Next step, I am looking for buying liability insurance in Norway. I tried to contact with Coverdrone. They said they couldn't provide cover to people who live in Taiwan (yes, I live in Taiwan). So sad about that! Would you please be so kind to tell me more insurance companies who sells drone liability insurance in Norway? I'd like to try to contact with them. Hope I can buy it! I am sure the pinned post will be very useful to many people like me! My specific concern was the airspace layer which blocks out almost all of your beautiful country! Of course many of these airspace restrictions are only for high flying but you cannot understand this without the colour code. I plan to visit with my motorcycle....and drone....this summer.     Hi, thanks for sharing! I wonder if there are any rules for walking around the cities to make some videos public? Two days ago I went to town so I walked about 40 minutes so I got closer to town so I passed the police station and then suddenly the police car came back to their garage, while I was already walking past them, but they stopped me and they called me so I had to turn back to them, they asked what I was doing around the building! Of course, I said that I do my hobby, filming around in public, nothing special. and I was actually on my way to another place, I just walked past the building that everyone else can walk, there were no signs so I could see that it is not allowed to film nearby. it was very uncomfortable to be stopped to get a warning that if they see me nearby they will report me. I feel it was unnecessary to do that to me. google map shows the building much better than my "one side" video of the building, and I did not enter the building either, I just walked by. not even tried to stop there either. so I wonder why! I was in public! like everyone else! Now I wonder if I should continue my hobby or not be allowed to be in Norway.

    Hi and thanks for watching! Of course it is not pleasant to meet police officers and get warning or restriction if you think that you are just filming. On other hand, shooting photo or video we have to respect private life and follow GDPR rules. In general it is not allowed to shot private live and people, unless it is public area or event. I’m a lawyer and can interpret it incorrectly, so we avoid shooting and publishing people faces, private property, etc. unless we ask for permission.     HI, I am a Norwegian citizen (born and bred). I´m sorry that you had a bad experience with the police. You did nothing wrong (based on your account of the events). This is just another classic example of "we don´t know what you´re doing, and we don´t like it, so we´re inflating our ego a little bit, and using our police power to give you some unlawful directives, just to intimidate you. This is because we don´t know the laws (even if we enforce them), so we make up some BS just to let you know who is in charge". You can film just about anything you like in Norway, as long as it is in plain view from public space. "Just about", means that you can´t film into somebody´s bedroom or bathroom, even if you do it from public space. If persons are recognizable in pictures or video, you may certainly not post it anywhere unless the persons in question has given permission. There is an exception from this rule, which is that: If the footage is considered "public interest" (like a news report), then you may post it.

    I had similar encounters in Oslo as well. One time when I was in Vigeland Park as an Asian tourist (from Philippines). I was taking photos and have a particular interest in photographing pets playing in the park, because I plan to have a collection of cute dogs and cats of Norway for my social media. But then, a Norwegian guy angrily approach me for photographing his dog and demanded that I erase every photo of his dog from my camera. As a guest of a country, I silently obliged. It really felt weird and the guy gave me an impression of paranoia. Never have I encountered that in Sweden or any other country I visited. Another time, I was randomly taking photos of my companions walking out of the train and into the train platform, to photograph the moment, then a person in uniform, probably a police officer, approach me and ask to see my photo collection. He seems to be checking what I was just taking picture of. Seemingly suspicious of my activity. As a guest of a country, I silently obliged.     Für EU-Bürger müssen Sie lediglich in Ihrem Heimatland als Drohnenbetreiber registriert sein und über ein gültiges EASA-Zertifikat für die entsprechende Unterkategorie verfügen.     A question about not being allowed to fly over people without their permission. What if you don't intentionally fly over them. It just so happens that you are making a cinematic recording of a scenery, following a certain flight path, and then suddenly, someone appeared or walked underneath the drone's flight path. Is that equally illegal? Is flying past a person equivalent to flying over a person?

    I am not legal advisor, so take my answer with a grain of salt. Rules read that you have to take all possible precautions and not intentionally (!!!) fly over uninvolved persons. So I believe it means that the situation may change and you have to act accordingly - about or finish your footage and change the position of the drone to make it safe again.

    Thanks for this video. I have question regarding "Vernområder" layer, as I can see there are green and red areas on the map. Is there any difference ? Does it mean that only red areas are restricted ?

    Thank you, glad you found it helpful! Color does not display restrictions, at least I haven't found color coding. As per my experience, I am forced to read the law that established the area. There might be noise restrictions, model flights, drone restrictions, or even motorized vehicle restrictions. For me, it helps to identify if there is a restricted area or not, but it might be restricted for trespassing, etc., but not always for flights. Complicated... the same with hospitals and helipads. Not all are restricted, but better stay away.

I understand the annoyance that many people express here in the comments (and some of it bothers me too), but I still think it's important to respect the rules of other countries (especially as they don't really differ from those in the EU). So thanks again for the video 🙏 Edit: I have one more question. I wanted to know if there are any restrictions if you want to fly next to roads or cities. At minute 5:50 you are flying right next to a road and in Germany this is forbidden. Is this allowed in norway? thanks again

    Thank you and glad you decided to get prepared for your trip. Most of the rules are basic and similar to other EU countries. As to roads, these are not restricted areas in general. However there should be a proper license and it must be safe for road traffic and not to obstruct traffic/drivers' attention, etc. In general, we choose to stay away from others anyway and fly at a good distance, which often gives even better footage.

    We nearly never use ND filters due to various reasons, mostly because of lack of light in many locations. If I use filter, then it is polorised filter to reduce water surface reflection if I wish to show clarity of the water, the color, etc.

    Hi! It is pretty common question as rules are not properly supported with offers from insurance companies. Local companies don't sell it on spot or online, often asking for residency in Norway or similar. I used to recommend to check CoverDrones (.com) and looking for alternatives, but still haven't found.

    First is more accurate, but it is not obligatory 120m vertical distance, it might be horizontal. Ie. from the cliff.

No, you dont have to register each flight in Norway, unless you flight in restricted areas that require Air traffic control (ATC) permission. Usually hobbyist avoid such area. And, of course, you can upload your video to KZread and other social media as you own copyright on your videos.

    I can't find a direct fine for such a case, but I might expect it to be handled as "missing proper registrations" as it is part of the requirements, so 8000 Nok. It is subject to frequent checks by police... not really unless you are in the Oslo center. Check coverdrone.com for insurance, haven't found many alternatives until now.

    Hi! I think it depends on your preferences. Light drones under 250gr got some benefits now from regulations side. However I am prone to heavier models as per my experience drones like Mavic 2 Pro are more stable in wind conditions, that are quite common in Norway, same as any other place close to sea and ocean.

    Hi Johannes! Very good question! The rules should be understood as the pilot must have an observer next to him who has direct eye contact with the drone. The observer must be able to give the pilot instructions to land if there is danger on the way. Examples of this could be aircraft or outsiders on their way into the area.     Hi , I am an A2 pilote with the European Pilote Remote certificate. My registration nr is on my drone. I m from Belgium so it s the BELxxxxxxxxxx number. So I don’t need any other information on the drone (mini 2) it self right? Or do I have to had more info ? ( in Belgium when we register we need to put our RC insurance number) I will go to Tromso and I check the app but what filter do I need to show national parc and no fly zone (airport it’s ok)? The app is not available in English..😱

    Hi! Sorry for the late response, but seems like Belgium's rules are more strict. If you have your reg,. the number on the drone and valid EU insurance, then you are OK to fly the drone in Norway. Many layers are confusing and some require additional study, but what you need are the following layers. Hope it will help. Forbudsområder for RPAS, Droner og Modellfly (Prohibited areas for RPAS, Drones and Model Aircraft) Forbudsområder fra NSM (Prohibited areas from National Security Authority) Prisons (prisons) Vernområder (Protected areas like National parks) Fly- og helikopterplasser (Airplane and helicopter sites) Airports are included in "Prohibited areas for RPAS, Drones and Model Aircraft", but Torp airport in Sandefjord doesn't show up on this layer. I don't know why.

    @@CrazyTroll thanks. Yeah in Belgium it a small country but lot of CTR and military zone. I will fly between Ersfjordbotn and Sommarøy. I visited the area in 2019 in a fjord tour but I had no drone at this time. For this year I took contact with a guide to tell him that I want to fly far from the airport. Just hope to not have a snow storm on that day. Do i have to show I’m the pilote in wearing a brassard/armlet around my arm with “Drone Pilote” on it ? Thanks for your advice for the app

    @@stargate445 Hardly can imagine how dense are no-fly zone in Belgium. It is much easier in Norway compared to Belgium in my opinion. Wearing a yellow jacket is the right way, but if your guide is well advised and involved, I doubt anyone will be able to see you in this area. I have seen examples of less responsible flying with officers nearby, so my advice is to follow common sense during your visit. The area you mentioned is remote from Tromsø airport, so I wish you have nice weather and enjoy your trip! 👍

    Hi Chingshiuan Ong, As we mentioned in the video, DJI Mini 2 requires both Registration and Insurance. All drones with a camera are subject to this rule, regardless of weight.

    When we prepared the video and researched the latest rules, there were no drones with C0 markings on the market. New models appear and if you have physical marking by manufacturer C0 (not just the weight of the drone, but Marked!), then completed A1/A3 course is not required. If there is no marking, the A3 subcategory for drones over 250gr and A1 for drones under. But even if it is C0 drone and you can fly without A1/A3 exam, you need to register and hold insurance anyway. These questions are separated from each other. Here is FAQ on CAA Norway website: Question: Do I have to register? Answer: Yes, everyone flying a drone with a camera or MTOM more than 250 g must register at flydrone.no.     Hi, sure it is a bit confusing in Norwegian and I still sometimes have doubts in some areas. So Fossen Bratte and Vøringsfossen look to be completely free from restrictions, Flåm (from West) and Gudvangen (around) are close to Nærøyfjorden landskapsvernområde, but still, it is possible to fly there considering all other rules.

    Some of your questions are very sensitive and you should understand that I'm a drone pilot, but not a legal advisor. 1) FPV drones are legal but should be used with an observer, Long Range FPVs must be authorized by CAA Norway in specific areas, times, etc as an exemption. I have one FPV, but use it only with observed and quite seldom in remote locations. 2) Fine for lack of insurance is probably can be considered as flying without proper registration, which could be around 8000 Nok, but this is just a guest. 3) Prisons have a 1 km, NoFly Zone. 4) Open Category is sufficient.

    it really is hard. Coverdrone and many others seem not to be available if you live in the USA, even if only want coverage for Norway. The only quote i have so far is >$1000 for 2 week in Norway. Must be some option, but i'm not getting any options so far. Please share if anyone has an idea - Getting desperate

    We prefer to avoid discovering what kind of attitude representatives of law will have. They might be very kind, ignoring, or strict, like every human. Just today 4 adults were arrested for flying (and/or spying) in Tromsø. If they did - that is what they deserve, if not, then it is overreaction, but it if No-Fly zone anyway.

    As per new regulations all types of drones and model airplanes as unmanned aircraft are to be insured same as all aircraft that weigh less than 500 kg.     I swear to god with the birds... I can't do anything about the nests when the seagulls attack me while I try to do my work on a roof in peace, but you fly a drone near some stupid ass birds and you get fined big time. EU regulations are way too strict. If you follow A3, then good luck because 150m from residential, industry and recreational areas is pretty much nowhere.

    I have translated the most important layers/filters in the highlighted comment. Unfortunately, there is no better solution so far. Here is an extract from the Norwegian FAA: "For all types of drones that weigh more than 250 grams or have a camera, you must register at flydrone.no." So if there is a camera - need to register, for more than 250 - online courses. And to fully comply you need valid insurance as well.
