Florida high-rise condo owners feel financial pinch with rising HOA fees and insurance costs
High-rise condos in Florida are feeling the financial squeeze with new structural mandates and rising insurance costs; now, individual condo homeowners with Citizens Property Insurance have to get flood coverage for their units, even if they’re 10 stories above ground. Mike Steurer lives in a 14-story high-rise condo just before the Skyway tollbooth in St Petersburg. “We are on the 10th floor, and I’m being told I've got to have flood insurance,” Steurer exclaimed to ABC Action News Reporter Stassy Olmos. “To me, that doesn't make a lot of sense paying for a product that I'll never need, being that high up.”

I was thinking if the building is located on the waterway .. if an extremely high tide occurs it will cause foundation damages etc .. in a condo bldg if you are on the 1st floor and never use the elevator , you still pay for it ... and if the first floor is flooded and you are in a higher. floor , you still have to pay for it.

It doesn't have to reach the 10th Floor if the first 3 floors flood your property values plummet and to only have the first 3 floors carry the brunt of the insurance they took it up to the tenth floor, plus Hurricanes can blow out your windows and flood the Tenth Floor. He is being priced out, all his equity in the Condo and he can't find the money to pay the Property Tax anymore, he is blaming it on the Flood Insurance, but that is not what he is up against, he is up against the insane increase in downtown St. Pete property taxes because they are building all these Millionaire only high rises all over the downtown area. And yes I live in St. Pete.

Another commenter pointed this out. The fees of the HOA are for the entire building, and you share them. That building needs flood insurance, 10th floor or not. Also, winds from hurricanes could blow his windows out, and then rain can damage his belongings inside.
The Surfside collapsed by lack of repairs, NOT a flood.

Right. Buildings full of "get rich quick" real estate "flippers" dont want to hear about assessments. If a building has too many "units" for sale, I would seriously question the competency of the HOA. Short term rentals and cheezie whiz hoteliers should be absolutely banned. Who wants noisy tourists in a nice building?

Problem is newer single family homes have the same issues. As a home ages, it has skyrocketing maintenance costs, depending on location (and about the whole state of Florida is a flood zone), a single family home will also have skyrocketing insurance costs. Add to that many homeowner's insurance companies have left the state affecting BOTH condo and single family homeowners. Many single family homes are also in HOA governed developments. So it's not just condos.

@@someguy4911 Agree but with a home you control what you want to do with it. In a condo your voice is just one of hundreds. So basically you have virtually no say in how the building is managed, operated and maintained. And government is far more likely to impose more regulations on a condo project because high density, high rise living introduces far more safety concerns than being in a house. Also house you can put solar and wipe out electric bill. In condo you're stuck paying electric forever.

@Donovan Lewis $30,000 in 1972 is the equivalent of $214,000 in todays dollars. Please stop looking at the past with rose tinted glasses and don't forget to take inflation into consideration. Also, public records show that a two bedroom unit recently sold for $295,000, that's nearly half of the $500,000 value you assumed.

@Donovan Lewis Well, as the building ages I expect the repair & maintenance bills to increase as well. Which is why you'll be a fool to buy one of these condos for $500k or more. This building is more than 50 years old. Just because someone listed one of these units for $435k doesn't means it's worth that much or will sell at that price. The buyer determines the actually value. The unit (3D) that recently sold for $295k was original listed for $390k in August 2022. They had to slash their asking price by about 24% before someone agreed to buy it.

I was in South Florida in the 90's and you would not believe how cheap rents and homes were even then. 1972, when people were still buying brand new VW Beetles. The insurance companies are not making money in Florida. They are going out of business. Hurricanes literally destroy their profitability. The legal climate and scams are also an issue. If they were making money, people wouldn't need government insurance.

The goal of Insurance rackets is simple, collect as much money, as you can from the customer, fight them tooth and nail on any claim, drag out the process. Lie, deceive, the insurance rackets will always cry poverty to the insurance commissioner of Florida or any state they're in business.The state will always intervene on behalf of the insurance company. Insurance companies will always lie or hide their profits. State Farm is notorious for doing what I just described. The Federal government has sent 131 billion to the most corrupt government in the world, in a unwinnable proxy war aganst Russia. The US should have universal Healthcare and Universal home and car care. Get rid of the insurance rackets. Flood incurance is required not because of rising waters to 10th fl but when you have water utilities malfunctions that can lead to internal leaks from domestic water, sprinkler system , hydronic heating systems and etc...

It’s a way to lower premiums by spreading the risk across the population otherwise premiums are prohibitive. Personally the cost to own a property in FL doesn’t make sense.
Rising cost and insurance melt down.
The southern states will experience increasing storms and flooding for the foreseeable future and at the same time, their insurance will continue to climb. Florida is at the forefront of this problem.

I love how a state who gets flattened by hurricanes on the regular builds building over 50 feet. I hate to say it, that the flood insurance over 10 floors, is because the hurricane can blow out your window, and then rain blown into your apartment and ruin your stuff. @@jeremydean7423 Yup! Was going to say the same thing. Any byproduct or side-effect from a non-covered peril may be covered by a regular homeowner’s or condo policy. Same with flooding that backs up into the sewers, which then backs into the plumbing in your home. As long as the regular policy has backup of sewers and drains coverage. Most do where I’m from. And for those in earthquake-prone states, a fire created as a side-effect from an earthquake doesn’t need an EQ policy, because regular homeowners insurance covers fire damage as a peril. Ah, the complexity of insurance. Making our brains leap!

@@AnberThe Of course the CONDO association MUST pay Property taxes - and that is part of the Association fees (HOA) that the condo owner pays. If the Condo owner does not pay their fees, they can be foreclosed on.

It should be covered under the master policy and shouldn’t be left to each individual owner. I know why he has to go with citizens though. It’s the only insurance company that will insure these old condo complexes. That’s why I sold my condo on the water in Florida. Our HOA fees increased 40% in one year!

flooding will weaken the foundation. People on the bottom floors have to deal with all the leaks coming from the top floors. Also the elevator is used mostly by top floor but everyone pays for the elevator. No high-rise condo living for me.

My HOA didn't provide flood insurance even though the bylaws for HOA stated flood insurance is required. We were not in a flood zone. Now citizens will not renew windstorm insurance without flood insurance if you have a mortgage.

@@wb1738 yup exactly. People could get away with it before because HOAs didn’t need citizens but if you’re in a building from the 70s or 80s, you’re in trouble. Citizens is the only insurance carrier that will approve you. So that’s why the HOAs are increasing astronomically
People buy condos in an area where storms n hurricanes come on a regular basis, sorry no empathy from me
My family bought the condo and it is 50 years old. Our HOA fees went up from $300 to $750 due to insurance. Our board thought that we could go without it and if we had a catastrophic storm and lost the building, I could go homeless. So, as much as I hate the monthly increase on my budget. It’s something that we have to do. The lawyers said so. Also, you can’t sell your place without it. My condo insurance will go up a lot in January for the interior.
Unless people with low risk are forced into insurance pool, rates will continue to be unaffordable. Already about 40% of people with NO MORTGAGE requirement are foregoing insurance coverage, and as long as FEMA is covering a large portion of the loss, why would they get insurance??

Fema covers no more than $36,000 of loss per household but the average pay out is about $5,000. That amount will not restore a roof - much less the rest of the house. If you have no insurance, you foot the bill yourself.

If the building floods and the electrical goes out, it affects the entire building. Failed electrical due to flood, you on the upper floors, you help, pay.

He is being priced out, all his equity in the Condo and he can't find the money to pay the Property Tax anymore, he is blaming it on the Flood Insurance, but that is not what he is up against, he is up against the insane increase in downtown St. Pete property taxes because they are building all these Millionaire only high rises all over the downtown area. So how much special assessment was needed and high much is the average HOA dues in the building ? Future buyers should be aware of the higher HOA fees and Assessments needed for all of these new mandates. Yes it will hurt sales and resale values but in the long run its needed.
An assessment byproduct becomes an eviction if condo owners cannot afford to pay it.

That is the result of HOA contracts that are part of your deed as well. These things have also gone through the roof because of the need to insure the common areas and service buildings.

Flood insurance expensive in other parts of the country too. The cost of living in a Florida Condo has gone way up the Last 5 years for sure. It is all the fees that hurt someone's budget, like insurance fees, and assessments.
Those high rises are a pain in the a.. to keep up on the beach. The black mold gets in everything.

If rising HOA fees and insurance increases are squeezing your budget. YOU SHOULD NOT BE LIVING THERE.
Basically shifting the responsibility to the tenant. The base of the property is what is to be insured and that should be a part of the HOA.
What kind of logic is that if there was a flood and only the people with damage has to pay to keep the entire building from falling and getting mold? I bet if his condo collapsed he would try and sue is neighbor above him for falling on him. (eyes rolling.).

Structurally, it makes perfect sense.
In 2006 was house shopping and doing the monthly cost numbers of ownership being east of the 95 flood hurricane insurance is mandatory the cost then was crazy add to that car insurance in Miami is ridiculous opted , condo hoa monthly weren’t bad compared to today fees is crazy needless to say opted out of buying in Florida.

Florida has passed a law requiring flood insurance for every property in the state, not just coastal and flood areas. It is being phased in at the highest property values first.
If you have a problem paying for insurance pay for your property in cash live up to your means not above it

Sorry, but people living in Florida are paying for the conditions and Perils of living there. The potential for flood or Hurricane damage is great and the reality is The average FEMA payout is $5000 so that will not cover major losses. While such damage has gotten worse over the years - insurance has had to either increase to cover potential losses or companies simply leave the state - reducing competition and also raising its cost. There is no other way for insurance companies to collect money except in rates and they have to allow for enough money to cover potential liability. This was bound to happen no matter who is in charge. Just a Californians in the areas pay high FIRE insurance costs where the Wildfires are.
They need to increase building code standards. Developers get away with the bear minimum.

Flood Insurance REQUIRED on the 10th floor? All who "legislated" that need to be declared criminally insane, and barred permanently from ANY official posts. Maybe they can be allowed to do street sweeping if carefully supervised.
I think high rise condos were a terrible idea in the first place. I would be in favor of not allowing anymore to be constructed in the whole state of Florida.

People are already leaving Florida given they simply can't afford to live there and that includes retirees who put their whole piggy bank into their "forever" homes that have turned into nightmares. Insurance companies are also leaving Florida so you may get your wish of fewer condos at least.

I had this argument with a carrier 15 years ago and won. I am on 5th floor. Coverage should depend on risk, per underwriting guidelines. Wind and wind-blown water are the water risks above the 3rd floor, not flood. Personal property is a risk, but coverage should depend on owner -assesed value. What is the legislature DOING? Is Citizens just spreading risk around to all of us preemptively?

Insurance companies are trying to cover themselves. I looked up some interesting facts about out changing climate... an example is the Insurance companies not covering new homes in California... there were 25,000 homes destroyed by wildfires in 2022... now, in 1989 there were 134, in 1990 there were 400. My point? Natural disasters are becoming far more severe and prevalent... areas of the country that are more prone to them will be noticing changes to the whole Insurance industry. Florida is prone to floods... hence, changes in flood coverage. It is an unfortunate result of the more severe storms we are experiencing from our warming plant. Warmer water causes more severe hurricanes. More severe storms causes more Insurance adjustments to your coverage.
It is called a shake down period.
If the bottom floor floods, the upper floors will need to replace damaged utilities, air conditioning, electric, elevators, water, etc. When hurricane debris smashes upper floor windows, the wind blown rain will cause considerable flood damage and mold. Yes, absolutely, the condo owners should be required to have flood insurance! Taxpayers from Florida and the rest of America should not have to bail condo owners out.

Water damage resulting from storm damage should be covered on homeowners policies. This includes homeowners-condo unit owners coverages, commonly known as HO-6 or form 6. Where flood insurance comes in is when water entering the insured premises that isn't from any storm damage, i.e., water from a body of water like a lake or creek. For a better inquiry, ask your insurance agent.
Oh, this guy is stuck the the Rich Man takeover of downtown St. Pete, his property value is skyrocketing so his property taxes are too, he is being Priced Out, simple as that. Also floods can happen by windows being blown out and massive rain damage during a hurricane, especially that far up.
That's so sad people work their butts off to retire in a place for it to come to this it's horrible

It is sad but it was not promised in the constitution or anything. You have to use your brains when making decisions. Lowlands next to a stem river or the ocean tend to flood during global warming. Duh. Your choice while there was plenty of evidence what would happen. I dont want to pay. Ridiculous. I paid extra to live on a hill away from flooding. I am not paying for fools.
Lol ain't jut condos! My HOA doubled $$ for my house. they built a stupid clubhouse and hired a full time worker there. So we are paying someone's salary to make a building that we will never go in

Florida is about to hit a wall of infrastructure decay. The population has almost doubled in the last 30 years, and most of it sprawling low density. The replacement costs are coming due on everything built before the Golden Girls ended, and you haven't been taxing enough to even attempt replacement. One bad hurricane and it'll be impossible to pay to rebuild, especially with the artificially created construction labor shortage. That's even if your insurers don't immediately go bankrupt on the next hurricane. This entire state will be like Detroit within 20 years.

It must be a flood policy on the condo association. Which is kicked up to condo owners to chop in and pay up. So, 10th, 15th floor , it won’t matter. The policy is to cover common areas such as basement garage, if any, lobby, lawn, elevator shaft. Most likely.

I’m always surprised at the number of people who move to Florida without thinking about the costs of natural disasters. But I guess it’s one thing to live their while you’re working versus going down for retirement.
Gee when you buy on property 6 inches above sea level what do you expect not to mention buying in a HOA , when we look at property anywhere my first question HOA ? if yes were out the door .
