He probably is. lol... Batman has dodged bullets before, and I mean literally after them being fired (see Batman Under the Redhood). It reminds me of Kenshin from Rurouni Kenshin, he's human but due to advanced techniques he moves so fast that it looks like he's teleporting. It's not raw speed, it's just technique. He's Batman, that's just how it is.

I don't care how much training a human can do but there is absolutely positively no way in hell a human is faster than a bullet. The only reason Batman survives is his body armor. Even he can't dodge a bullet.

Superman, when fighting another Superhero with only ONE of his dozens of powers... Suddenly forgets how to use everyone of his abilities, stumbles around dumb and confused.

The flash is so powerful he can actually run back in time and kill baby Batman when he was a baby and he would never exist and he can phase right through objects and when Barry Allen runs and a very fast speed he can literally beat superman and batman but phasing through there bodies and instantly killing them
