Mate I have SW Motech panniers on my desert x and the space is not enough but bearable. I just couldn't do these type of luggage bags you have. Like the long distance fuel tank though.

Can the luggage rack accommodate a top box?

Yes it can I guess. The rack is pretty much a standard design and has a weight bearing capacity upto 20kgs.
