What exactly do you think is the problem? If you're surf fishing and you think the problem is bait, have you tried sardines (pilchards)? That's the best bait in my opinion. My method is cut them in small pieces but not too small (you can throw away the head and the tail, just use pieces with the most meat), add marine salt and let the bait marinate for a few hours. Also use small hooks. If you're using regular "J" Kirby hooks, use size 14. You might think that's small at first, but believe me, that size catches a whole bunch of fish, specially the Pompano which has a small mouth.

Also, location is everything. Where my family vacations every year, we never have any luck at all on the beach side, and we never see anybody else catching anything either. However, we just walk right across the island to the bay side, and we always catch tons of different species. Don't be scared to try different areas! Best advice I can give is to look for deep water and or some type of structure. It's always worked for me anyway. Tight lines!

@klevernieves2721 we have only ever been to pensacola for fishing saltwater. But when I say location, I don't mean different cities or hours apart. I just mean, a deep hole 100 yards down the beach could hold hundreds of fish while featureless flats on either side could hold very little to none. I would drive to whatever spot is the closest for you then just start exploring. Ask the locals for help, and just try different areas. Google maps does a good job of showing you underwater terrain changes. Look for deep holes and quick drop offs or sunken boats and the like within casting distance of the shore. And in my opinion for just catching sheer numbers of fish, live or fresh dead bait trumps everything else. I personally love sand fleas and using chunks of cut bait from any fish that I catch. Frozen bait, even if it's a "preferred" type, is mushy and undesirable by the fish compared to an "unpreferred" fresh dead or live bait. Don't worry about leaders or anything much. Keep it simple. Whatever your choice of rod and reel is with some 15-30 pound mono will do just fine for most fish out there. You don't need that heavy of line, just helps with the fish with teeth that tend to cut line. Grab some different ounce weights for different scenarios, like heavier weights for bigger waves and light weights for little to no current. I would suggest a 1/0 circle hook for the majority of fish. Circle Hooks let the fish hook themselves, no jerking required. Smaller hooks for little bait fish, bigger hooks if you tend to be around or are targeting bigger fish.
