Ya man any time. I'm a huge steelhead stream guy western ny and fish th finger lakes tribs also in April. Also have caught bows in December on a snow melt. Loaded creeks with no pressure

When they thrash like that up close to the top of the water try keeping your rod down parralel with the water and walk backwards. Keeps their head down and they usually glide right in

Yes

You can’t fish Cayuga tribs until April 1 or you will get in tons of trouble trust me I made that mistake once it was fun well it lasted with no pressured fish and people around you’ll hook tons but dec will get you it’s stupid because by April the fish start going back to the lake due to warm temp
