He's one of those characters that used to pop up all the time back in the day then just stops appearing for some reason. Then years later, you remember him and then you're like "Oh yeah. I remember him. Whatever happened to him?".

I think that often, FG sort of overplays its hand on a joke by stretching it out for too long. Like with the Tank gag: it's much funnier when cut right after Kaplan's smug grin as in this video, instead of how it was done in the actual episode with him actually answering Peter's question.
