To clarify, the reason why the 2010 cars have a slower top speed than all of these, is because, in real life, they used a device called the Kinetic Energy Recover System, (KERS for short) and Codemasters didn't include KERS on the 2009 Brawn, 2010 Ferrari, 2010 McLaren, and 2010 Red Bull. These cars were faster in the older F1 games, which did have KERS.

That's not true. 2009 cars could have KERS, but didn't have to. Only cars that had KERS for most of that season were Ferrari and McLaren. There were other teams that had KERS at one moment (like BMW), but back then KERS was in its early infancy and wasn't really worth it (considering the additional weight, which outweighted the engine power gains). Brawn and Red Bull never had KERS throughout all season and it didn't seem to hurt them at all. In 2010 all teams agreed not to use KERS for that one season. Red Bull, Ferrari and McLaren had KERS only since 2011. 2009 and 2010 cars were slower in the straight line because of simplified aero. That might seem counterintuitive at first, but front and rear wings are simpler, but also bigger than in previous years, so they produced more drag. And refueling was banned in 2010, which meant larger and heavier fuel cells. Those are the reasons.
