It's actually the opposite. The original idiom is: "The Blood of the Covenant is Thicker than the Water of the Womb" Meaning the family that you choose is more important than the family you were born from.

The idiom is not complete it's actually "The blood of the covenant is thicker than water of the womb" but people just shortened it to blood is thicker than water. So basically it means the friendships you make are stronger than some family relationships.
