I think you'll find that Sammy King wrote this and Roy Orbison was the first to record it in 1969, reaching #27 in the UK - twice - and #1 in Australia. It flopped in the US reaching only #133 on The Billboard Charts. It was a while later that Rangers adopted it as their own on the pipes.
