Nah, if it was devolving it would turn back to funk music, which isn't a bad thing. Now declining might be the word your looking for but that's very subjective. Truth is someone really bright might like some of this stuff and make someone really cool out of it years from now. Kendrick did that back in 2016 with the Damm album, experimented with multiple sounds and just put better lyrics to the style of that time. The rhythms and overall sound just needs something new and needs intellegent songwriters to be ready for that change.

Now I listen to one of my first music loves mostly Grunge, I was shocked when Dre said Nirvana was his favorite band. I gotta go with Layne Staley and Alice in chains or Mad Season another Staley fronted super group. Spot on! I love Dr. Dre, but it's not evolving at all. Evolving means "develop gradually, especially from a simple to a more complex form". You don't see this at all with modern rap. Most of this modern rap is not even really hip-hop. True hip-hop is not this garbage that we see/hear now-a-days. Dre helped tons of artist in the 90s and early 2000s like Eminem and 50 cent. They helped more artist who will help more artist come up it will continue on for generations. He can't find every young rapper forever and help them out.

It won’t continue for generations necessarily. There are plenty of musical styles that aren’t anywhere near as popular as they used to be. Rock music is a really good example. That was started by black southerners and went all around the world and is now dying if not dead for the most part it’s definitely nowhere near as popular as it was at it’s height in the 80s and 90s.
