Great job of demonstrating what details an electrician needs to know for bidding. Translation from electrospeak to English was excellent as well.

Level 1 chargers are 120V, 16A (Typically). They're hooked up on 20A Circuits. Level 2 are 240V and can range from 15A to 80A (32A (on 40A Circuit)Being the most common). (Although 40A on 50A Circuit is becoming more and more popular). Level 3 are High DC Chargers, Won't find\install in a home require 400V+ typically.

Question? My main panel is 125’ away were I want to install my Tesla wall charger. What size wire do I need to run? Can I get away with #6 or do I have to go with #4 because of voltage drop?

So the panel is (back) fed through that 2P 60 AMP breaker top left with #6 NM in a conduit? What are the goofy little wires coming off the main lugs running (with no OCPD) then?

Probably the surge protector (SPD.) The only other 2-poles I see are 40/30 amp, and usually those Square D HEPDs call for 20A OCP breakers or they can tie right into the lugs. They also have 2 blacks, a white and a green, where for NM or conduit, you'd usually use red or in this case, they liked blue!?

There is no code that states a conduit is needed to feed the garage panel

Is there a social media account or somewhere I can direct message you. I have a question but I think it would be best not to ask in the comments.

210.11(C)(4) says you only need a 20 amp 120 volt branch circuit to a detached garage.
