Hi, I don't know that yarn, but so far 100% cotton is not good for this project. You need the elastic to be able to have the same result.

Im new to the yarn ive crocheted for years on and off buy im having trouble using a 3.5 mm hook with this yarn a 3 works great im ok sort of with a 3.25. My question is this " Is there anything wtong with using a smaller hook and just more stiches to make it longer or big enough?" Will it b less stretchy? Or something?

Hi, You can use a different hook but You need to know gauge swatch. In the written pattern has gauge swatch. The video version just follow the instruction I share. And no it won't change anything about stretchiness, it will stretch the same :)

I’m trying to make a cris cross top for a friend but this yarn stretches a lot and doesn’t provide a lot of coverage. Do you have any tips to prevent this? I’m not used to working with such thin yarn!

It's really big! I used 3.5mm. The number You are seeing is not the size. Tulip hooks are like that. Please read the description box below the video.
