An internal memo from General Michael Minihan, USAF, leader of the Air Mobility Command, which predicts the U.S. will go to war with China in 2025, was recently leaked and has caused quite a stir on social media and with the mainstream media. Retired U.S. Navy Commander Bryan McGrath joins Ward to analyze the memo and resonant concerns it has caused.

    As an Army instructor, you two are incorrect in your comments about aiming for the head. With the proliferation of 3A+ body armor in AO's in the past 10-20 years; training has been (slowly) adjusted from aiming for center mass, to aiming for the head. You still will shoot center mass with rifles or at a greater distance. But within 20m, you should be proficient at hitting the head. You train for it with sidearms so you can have muscle memory and sight picture of a head. Otherwise, under stress, people will revert back to center mass targeting, which will NOT neutralize an enemy. The Air Force and Navy have lacked basic ground skills for too long (sorry, doing a single rotation in a SERE lvl3 class ONCE in your career doesn't count). Army and Marine Aviation companies have been doing training like this for years. Simply because when you can't lob a missle from 26 miles away, you need to know how to accurately and quickly lob lead from 26m away.

    In my all-Navy weapons training in Kuwait in preparation for my year in Iraq, our instructor noted that we were the first class to not have a student inadvertently shot by another student. Our self-defense weapons training is lacking.

    I have flown on C-130 for 30 years now and we have always practiced shooting 2 to center mass and one to the head with our side arms. But in the coming conflict our enemy maybe wearing more body armor which is why he is saying to practice head shots. This also gets everyone out of there comfort zone in order to take this more seriously. Glove 🇺🇸✈️

    @WardCarroll It has been a long time since I have seen Commander McGrath's face. He was my first XO on USS Princeton back when I checked onboard in March of 2000. Sir, you were hands down the best XO that I ever served under, Honor and Glory!

    Gentlemen, I’m a retired Army Infantry Senior NCO, just wanted to post a couple thoughts from what I’ve heard in that memo. First thing that caught my interest is the part regarding shooting a ‘clip’ into a ‘7 meter’ target. A more direct and clear way to convey his intent would be to refer to a specific weapons qualification table such as the 10 meter pistol range where all personnel (within certain ranks and/or duty positions) are required to qualify with a certain score that the General specifies. We refer to all weapon ammunition storage devices as a ‘magazine’, we haven’t used the term ‘clip’ since we shelved the M1 Garand rifle in 1958. The remaining tone and scope of this memo is clearly written from a point where the General has received his orders of imminent tactical actions either offensive or defensive in nature. As we know, to ensure our success, we must have an efficient logistical system and all newer technologies are to be out of any form of beta evaluations to ensure confidence and effect is gained. But I wonder if someone outside our Military wrote this or maybe modified this for a PSYOP impact, the wording seems to be from a non-military person given the grammar and choice of words.

    @@JB-pu8ik we don’t clearly know if he did write the memo which is why I said that it could’ve been written by some civilian staff member. And since our DoD is infiltrated with political correctness and liberal/socialist people who jump to full on rage at the drop of a hat, the chances are up there that someone pushed this out, could even be just a regular PSYOP piece. When a group of politicians want a full on war, they know it’ll be a great distraction from countless scandals, same for 9-11, nobody remembers the missing trillions of dollars that was being investigated and miraculously all three building collapsed on their footprint yet building 7 a couple blocks away had to be demolished the same day as the towers? So I’m just applying the logic I’ve witnessed in my experience, and many Officers today are political participants instead of leaders, bad leaders crave ultimate power over others and will do whatever is required, by hook or crook, they’ll get what they want and the body language I saw from that General screams he’s a toxic leader and tries his best to impress his handlers. I’ve worked with both great Officers and worthless ones, usually it’s the west pointers that’re the worst. And in the Infantry, we don’t tolerate whiny infants that abuse their assigned Soldiers. As NCO’s, we simply allow his mistakes to be open for his raters to see, we had one West Point Officer back in 1989 who was a good man but our Company Commander was…..lacking so, we protected our platoon leader from small mistakes that everyone makes since the CO was abusive to his junior Officers, we all knew our LT was going to be a good leader in the Infantry and we didn’t want him to be affected poorly by a horrible eater, thankfully he’s still in the Army as a Senior Officer and leading Infantrymen. And what I’m grateful of is how political correctness has not infected my branch and the men just blow it off which infuriates the liberal Officers.

    Ward, to answer your questions on the ending abbreviations; ARC - Air Reserve Component; NAF - Numbered Air Force, EC - Expeditionary Component. Note also in paragraph 4, General Minihan uses words from Admiral Nimitz to Admirals Spruance and Fletcher in conducting the upcoming engagement at Midway as directed by OPlan 29-42. Having spent 22 years in the Air Force; all in the Military Airlift Command and subsequently Air Mobility Command (AMC), I have a sense of what the General is attempting to say. There's some stuff in that letter I like you would not write and/or publicly state. However, the first rule in Air Force Communications is to "know and speak to your audience." The General's audience is to the personnel of the Air Mobility Command...NOT US. So in numbers, I think the General has struck about 85% of the notes correctly, I'm not going to come down too hard on the 15% that's a bit over the top. Minahen sees a glaring problem to which I wholeheartedly agree and he needs to get his command ready. One last note, airlift aircraft don't shoot missiles or drop bombs but they DO get those missiles and bombs to the operators who use them. Airlift forward operating bases can also be close to the enemy so knowing how to shoot move and communicate applies as much to the loggies as it does the operators. The AOR for AMC IS the entire world, Finally, I very much enjoy watching your videos and the subject matter you discuss. I am after all a subscriber.

    When war comes which it will people will look at moments like these in a different light. The general is stating in written words what everybody knows but is not willing to say out loud. China is preparing for war but is at a point of being to scared to actually start that war but there are a set of internal conditions in China that will push them over the edge to that war. I know this is not the sort of thing people want to hear but we all know deep down it is coming.

    Your video today was perfectly timed for our Military History class. The assignment" We have no idea what we're fighting for anymore". I had the kids watch the video and it brought about an avalanche of discussion. We discussed Afghanistan, Vietnam, and this China war plan.     "When you're the hammer, everything looks like a nail." That's the problem with a highly militarised society in the US - the solutions to every problem seems to always stem from the muzzle of a gun. Try instead, to use the money spent on arms to improve lives of americans e.g. healthcare; mass shootings; homelessness and poverty; housing etc. Then apply this same thinking to diplomacy with other sovereign nations like JF Kennedy once advocated for. You'll draw more allies to isolate your enemies that way rather than threatening the use of force. That's what China is doing today, and that's why US is panicking. Edit: Oh dear, I seem to have triggered some freeboos with factual observations. One can only bring the horse to the water afterall, certainly can't force it to drink. If an echo chamber is what hawkish americans want, then that's what they'll get...consequences and all :)

    I think this was an unofficial warning to China to let them know: "We're On To What You're Thinking and We Have a plan to make you re-consider your thoughts." It was intended to be "Leaked" and also give The White House quote: "Plausible Deniability" in regard to what was said. Now that may be giving the Executive Branch more credit than it deserves but in any case it puts Bejing On Notice.

    I think that knowing it was going to leak is true. It seems to be written in a way that makes it easy to translate to Chinese. It almost looks like it was translated from Chinese into English. Finishing each paragraph with a tidy and pointed underpinned meaning. A touch of loving wokeness mixed in with bravado from a desk General. Looks like 4 Star Trolling to me.

    Lol do you think they'd be stopped? US has been threatening them ever since the end of ww2 🤣 From the taiwan issue to tiananmen, to authoritarianism or whatever excuses it comes up with next. Gilday/Davidson/Minihan alone predicted the "war window" would be 2025, 2026, 2027. It won't happen on any of those years. It'll happen on their timetable when they deem themselves ready (before 2049). Good luck by then

    As a USN OSW vet a couple things strike me. The military needs a “big bad” for several reasons. Working a brutal flight schedule day in day out for weeks at a time, morale and the ability to self motivate during that time was a lot easier knowing you were contributing to the greater good. Seems like the pentagon has realized that all branches in general and probably the larger military industry are a bit lost without a legitimate threat to focus on. You also need the general population to realize and accept then support the idea that China is indeed an impending and inevitable threat which ultimately keeps the money flowing. On a lighter note, I guess that successful Rapid Dragon test has really got logistics pumped about delivering something other fuel. Maybe a little too pumped.

    @@livewell453 why not. they parachuted missiles out the back of a c130(rapid dragon) and launched them successfully last year. himars or glsdb do not need oxygen, they are rocket motors. i think you lack both imagination and information. himars are ballistic so starting from altitude instead of ground level would increase the distance to impact massively. glsdb because it glides would go even further.

    "Integrity?" They never addressed the issue of Chian and Xi's intentions. WTF with you military people? McGrath went on and on about his priorities as a "taxpayer."     I have a Chinese friend. They said that the tone out of China in academia towards their students studying in the U.S. has grown more serious. They're essentially being told to choose sides. Return to China and serve their own country, or remain in the U.S. essentially on their own. This is coming through their mentor networks, advisors, speakers, etc. They have a very insular community here to support them, and that tone is shifting.

    I think it's not that hard of a choice either. Sorry if this comes off as rude, but from what I've heard from friends that live and study in the US, the US doesn't have a lot to give in terms of education anymore, especially compared to locations in East Asia. Of course a certain patriotic sentiment plays also a part and based on my experience and interactions, plenty of Chinese are very patriotic. Not necessarily because of the state, but because of the country and people. So this move doesn't surprise me too much, if I'm honest.

    Mooch. Great article. Currently serving as an engineer for the USAF ( prior Navy ) , on the RQ4 program. Every time I go to the 319th ops center, I am always taken back at the warfighters awareness of this china threat . I was first hearing of this soon to be conflict several months ago summer 22. On the one hand we are divesting the remaining block 40s , the other the war fighter is preparing and wanting sustainment capabilities that will survive a conflict with china.     I’m just a few minutes into this video but as a former ground pounder, I’m okay with almost everything he said IF AND ONLY IF this was a discussion with his staff and training staff. The way this was done raises attention of the enemy, potential enemy and any skeptics.

    @@w0mblemania fair point, but there is the question whether it is his place to mindfuck the chinese analysts. I mean I'm all for putting the Skeer into China, because right now, they aren't afraid of much of anyone, but I doubt Minihan is the guy to do it. But hey, he may have been instructed from upon high to do this, with the knowledge that the upper eschelon will walk it back in the press, make Minihan look the fool in the press, but leave the feeling in China's analysts that this was actually the thinking among military leaders and this was an inadvertent slip. There may be levels here we are not appreciating. It my be that Minihan was planning to retire soon and the leadership decided to use that situation to play on China's analysts. He would be made a fool, but with a wink and a nod that nothing bad will actually happen to him as he retires as planned anyway.

    VRED= virtual Record of Emergency Data. At one time, it was called an emergency data card. It’s the information of whom to notify in case you are injured or killed.

    IRRESPONSIBLE!! As a retired officer, I find this horrifying...especially coming from a 4-star. This would be an interesting argument-starter at the O-club, but to publicly release such a document should probably be cause to lose your command.

    I agree. It’s weird how cavalier everyone (including Ward & friend) are being about it’s release. Just because it’s not marked classified doesn’t mean it’s OK to release to the public.

    I served at little rock AFB as a part of the 19th airlift wing. General Minihan was the 19th ALW comander he was a Col then. He was a super guy, I drove him around during an exercise after I was killed befor exercise start.

    Sometimes “shooting for the head” is the only viable option against someone wearing body armor. It also means to me if you’re focusing on a head shot you need a lot more practice for when the pucker factor goes off scale- high.

    Yep - there's 'garrison troops', and then there's the guys that really understand war fighting. Thank god for the fighters because those few keep us the hairs-breadth away from destruction when it comes for us.

    Full disclosure, I know Mini personally. He’s leading and that’s why you’re throwing stones. He has said he’s fighting 22 years CENTCOM bureaucracy trying to get his command ready for a fight that we will win or lose based on Logistics, for which he is ultimately responsible. There will be little Army/Marine fighting in this war. It will be high end AF/Navy fight and it’s an away game for us. Mini was hand picked to lead AMC and it was because of his PACOM experience.

    I'd also point out that his folks are high value targets in such a war, so thinking like warfighters is important. Shooting for the head is maybe important because of body armor but I feel like it's more about thinking like a warrior. Akin to running Army recruits through bayonete training being as much a way to teach that war is about violence as being any kind of valuable technical skill.

    With great respect, anything against the Chinese will become very dirty. The fight may be AF/Navy but the Chinese operatives embedded in the U.S will wreak so much havoc inside the U.S (sabotage, sewing unrest etc) that the away game will feel like a home game.

    Ward, vRED is the virtual Record of Emergency Data. Each member is required to maintain accurate emergency contact information in the records system. Obviously you want that up to date if you anticipate conflict with resulting casualties.

    I was an active duty Marine in the 1980's. The greatest field grade/general grade officers I ever met never spoke with this kind of inhumanity. We fought for the love of our country and the love of our corps but the only joy we got from killing the enemy was the realization that it was either we destroy them or they destroy us. We were never encouraged to think recklessly and we were the damn jarheads! Leave it to an Air Force transport pilot to be a keyboard bully.

    I'm glad Ward got the reference to Gen. Ripper (from the movie Dr. Strangelove by Stanley Kubrick) in there, and I just hope others watching this video understood it as well. One important lesson from that movie is how, in this day and age of modern war, it is possible for one man to set off a world wide cataclysm, engulfing the entire globe in mutually assured annihilation and destruction. I'm just surprised there was no reference to fluoride in Gen. Monihan's letter.

    I flew with him a couple times as a loadmaster in Iraq/Afghanistan circa 2004 when he was our Squadron Commander. I vouch for this, he is great. He took the time to get to know you, you weren't just some name on a set of orders.

    Pretty standard commanders intent-for the Marines not so much for the USAF. However its really a “war warning” message to the troops so it speaks in a language they understand. It seems shocking for non-Marines in an era of touchy-feely DOD

    You can tell something is up... All the service branches have increased the maximum age of enlistment and are loosening requirements for enlistment. Like Putin is finding out, you cannot just start drafting people and have them action ready in short-order; there is always a lag in preparation and, increasingly, technical training. Very quietly, the US armed forces are expanding their recruiting so that manpower is on the rise ahead of...2024/25?

    It is not absolutely not typical or normal. It is clearly the words of a general that realizes what is going to happen down the line. China is getting read for war and there is going to be events inside China that will push them over the edge and do something crazy. We are on the brink of WW3 and everybody knows it.

    I had a friend in the Navy whose brother was a Marine in Vietnam, who was a 60 gunner. He confessed to his brother on his deathbed that nothing in his life made him feel so alive as Killing Charlie. He asked how many, and his brother said "hundreds." That messed with my friend for a while. I can see what the General is going for, but I can also see why most everyone else was horrified.

    Shooting center of mass of a near peer enemy with a side arm is a complete waste of time. He isn't talking about self defense. The most basic of body armor or even just a duty vest with gear in it is capable of stopping 9mm. That being said, pelvic shots are far more likely to be effective than missing a small target like a head.

    In a top level order this isn't about shooting armored chinese infantry - it is about conveying the message that the next war isn't asymmetric, it is going to be a near peer fight, where we can expect massive casualties. This is not saying we can't win, it just means that it is essential to prepare right now, and that the fight is going to be tough, should it ever come to that.

    Aim for the head may be in response to the anticipation of Chinese soldier's use of body armor. Shots directed to normal center of mass will not be effective on body armor, especially from 9mm sidearms. The US Army just approved a new primary weapon replacing the M4 &5.56mm ammo, with new more powerful ammunition in response to China being able to equip its ground forces with body armor. In the past wars in Iraq in Afghanistan our ground troops did not face adversaries with body armor, so center of mass shots was much more effective in stopping the enemy. I believe the Generals verbiage was intended to impress upon his airmen how much better equipped and trained the Chinese military will be when compared to what they faced in Iraq and Afghanistan. The memo should have been classified.

    Not quite true the 6.8 is to defeat plates yes. But also because 556 is outranged by 7.62, mainly 762x54r from a PKM. Its the same reason 7.62x51 rifles started being used such as the Scar H in Afghan

    Having only been trained (full time law enforcement, thankfully with no actual gunfights) to use a pistol in both offensive and defensive incidents, the move towards training headshots is absolutely correct. With the criminal element (and in this case, enemy combatants/soldiers) using body armor more frequently , a headshot (when using "just" a pistol) is almost always guaranteed to stop the lethal threat from the enemy/opposition. When a pistol is the only available option, as would most likely be the case with a downed pilot/aircrew, headshots are an effective option to protect their lives and terminate the enemies ability to endanger our people.

    Thank you both for this analysis; it is most appreciated. As a MAC pilot from years ago, I am appalled by much that was said in this memo. I’m all for readiness and sharpening the edge, but my impression is that this General wants to be Robin Olds but is channeling Gen. Jack Ripper much more closely. Far from being a readiness or morale booster, I think the net result will be lots of WTF conversations at squadron levels, training accidents, and lack of confidence in leadership.

    The general is saying what most people simply do not want to say out loud but they know it to be the case. China is getting ready for war but does not have the guts to follow through with it but circumstances from within China will force their hand and they will start a war in that region to try and gain control of the pacific. The biggest problem with all of this from a Chinese prospective is that they do not have a naval culture.

    Honestly? As a Marine Vet, it gives me relief that an air force officer has the balls to be tough. The airforce doesn't have a reputation of being tough. It's made fun of by the other three branches for being so soft you do your physical training tests on electric bicycles. It's not just 'right' to my ears to hear such motivating, aggressive language, but encouraging because maybe the Airforce isn't so weak after all.

    First, he’s Air Force. My experience was that AF people tended to talk classified info that we in NSG would never discuss outside secured spaces. It also seems that protecting classified materials doesn’t have the same priority that was the norm in our day.

    George Patton was a bad ass combat commander, not a gas passer flying in circles at 20,000". I doubt that Minihan ever killed anything except maybe a bug with the bottom of his highly polished shoe.

    Back in our day, and by that I mean we are all in the same age group. The ship's secretary was the one who usually managed, proof read, and made changes to all correspondence written by the old man. This was usually a CWO3 Yeoman with a multitude of years experience. I know my old warrant on the Nimitz would have thought this General had lost his mind.

    The reality of us having an impending battle with China is becoming more real everyday. The more we understand this and ready ourselves the better. China is not sitting around twiddling their thumbs. Xi has ordered his military to be ready to overtake Taiwan by 2025. I disagree with some of the comments disparaging the generals memo. I want our soldiers to have a killer instinct. They protect your ability to enjoy your steak at the local restaurant. We forget about these freedoms sometimes. Just ask Hong Kong…..For those of you who dont know. Hong Kong was an English territory till the treaty ran out and Hong Kong was taken control of by China. Their freedoms were promptly lost and many people were imprisoned

    An English territory? FK you guys. It was you guys and the British that took Hong Kong from us and held it for 100 years. It's NEVER YOURS to begin with. Your country is located thousands of miles away from China and yet you guys decided to sail thousands of miles to bring war to us. -------------------------------------------------- And this next war, you guys will NOT win because: The last time America fought against China in 1950, China had NO tanks, NO aircraft, NO navy, lack of artillery, lack of communications, massive ammunition problems, and massive logistical problems, POOR AF, just recently came out from TWO WARS and the Chinese was able to push the COMBINED forces of 21 UN allies, and America whom had AIR support, LOGISTICAL support, NAVAL support, TANK support, COMMUNICATION support all the way back to the 38th parallel. Keep in mind in 1950, China was at her WEAKEST PERIOD in her 5,000-year history. Considering how you guys lost against much INFERIOR adversaries in Vietnam, Somalia - Mogadishu, Cuba - Bay of Pigs, Iran (failed hostage crisis, and Afghanistan.......THIS TIME, if you think that China is going to ENTERTAIN that NONSENSE like in 1950, you will be sorely MISTAKEN. Don't bring those carrier groups over here in Asia, because it won't be like in 1950 where Chinese PEASANTS drove you guys back to the 38th parallel, because THIS TIME, YOUR NAVY will NOT be leaving Asia alive. They will DIE here. China has SUPERSONIC and HYPERSONIC missiles that WILL sink entire American carrier groups. We're not here to play these stupid little call of duty games with you. You know that war adventurism you guys love to do in places like Iraq, Libya, Afghanistan? We're NOT about that business. And considering how ACTUAL THE OFFICIAL UNITED STATES GOVERNMENT and PENTAGON have LOST ALMOST ALL of their MILITARY WAR SIMULATIONS against China IN ADDITION to American government OFFICIALS coming out saying that America would LOSE the war against China, it is HIGHLY SUGGEST, you guys DO NOT go to war against China. In EVERY single wargame simulation, the U.S navy either took horrific casualties and was force off or just outright DESTROYED.

    At least he’s not talking about how his troops can better serve the US by getting a sex change. Nothing would have been said about him berating his personnel for not getting the China flu shoot. He’s certainly not eloquent with his word choice but at least we might have one General that’s more concerned with preserving our Republic than polishing knobs for the next star.

    Emperor Xi is frothing at the mouth for war and growing his military by leaps and bounds, including body armor. The previous knuckleheads in Chy-na loved to expel hot air. Xi is flipping serious. Why else did he "arrange" to become "president for life"?? So he could keep his promise to conquer Taiwan.

    I just finished “Punk’s War”. It started off rough, but once I was calibrated, I enjoyed it tremendously. I can just see the playing out. I spent 30+ years active duty with USMC. I as comfortable with the dialogue, with a nervous chuckle.

    As a troop, this is a dope memo and I really got a sense of mission and urgency out of it at a time when the US military is meandering. A force focused on a specific threat is going to train harder and more precisely.

    This memo was meant for Wing commanders and above only. Believe it or not but it was inadvertently sent out to all in AMC. There's more to it - MG23 is a biannual exercise that AMC hosts. It's not part of the JEP. AMC has an identity crisis - we're typically the supporting command (the Air portion of TRANSCOM), but there was a long culture of AMC (and MAC before that) being the guys running around with a plastic spoon in their flight suits pocket to eat their inflight lunch. In the last few years there's been a hard push to make AMC the "tip of the spear". We do a lot of good in AMC and we get some really good lessons learned from MG type exercises, but we're not "tip of the spear", although i do agree in the need to change the culture in AMC. Just need to keep it realistic.
