Daemon chooses violence. He is pretty sure that these two winners that he has hired are going to be caught. Then they can tell the Greens that Aemon was the target , but they were told that if they couldn't find Aemon to kill another Prince. So in this way Daemon has plausible deniability. But also Aegon was just Praising Aemon to the Sky. He is his Best Fighter, he has the Biggest Dragon, and he is Super Loyal. He can send him after any enemies and off he goes on Vhagar. No questions unlike his mother and grandfather the Hand. So not only does Aegon lose his heir , but this is only because Aemon killed Lucaerys. This is revenge for Lucaerys and that was Aemon's fault. So this can drive a wedge between them. Plus it means more men at the Red Keep and fewer can go out for battles.

It’s baffling that people desire blunt, heavy-handed storytelling with no room for any subteltly & don't even try to understand subtext unless it's spoonfed to them. It was very obvious that Daemon sanctioned B&C. When asked what happens if they can’t find Aemond, he smirks. It couldn't have been more obvious he's maintaining plausible deniability. He also mentioned Aemond being a great fighter which meant he knew it would be an impossible mission & Aemond was never the target. Did we lose all the ability to read between lines & intention of cuts? Does everything have to be dumbed down & spoonfed for the MCU brained mass audience?
