The baking soda is a base PH 9. The vinegar is an acid PH 2 or 3. The mixture you had was alkaline, probably about 8 with the small amount of vinegar used. The acid in the vinegar was converted to salt combining with some of the baking soda. Oven cleaner is lye PH 13-14.

Adding vinegar, an acid to baking soda, a base, neutralizes the acidity. You'd probably get the same result adding some water.

Maybe. Maybe not. You could certainly be right. But I figure I accomplished what I wanted to anyway, so I’ll take it as a win.
