The water isn't frozen. Its just the ice. So the water could form a tsunami and basically probably be more dangerous than a normal tsunami. Because there's ice. And the tsunami could get the ice and splash it all over the land.

The water that froze was the underground one. Even if the surface of the Fjord/bay were to freeze over, there should be plenty of water below to disturb.
