Curious camo GP3 car testing at Monza: could it be an early-stage F3 2019 test mule?

Starting from next year, GP3 series and the European F3 championship will merge together to create a new series as a feeder for the current FIA F2 championship. Rumors says the new cars will be developed by Dallara and they will be powered by the same engine GP3s are running this year, so a Mecachrome N/A 3.4-liter V6 engine which is able to produce around 400hp.
A months ago I caught these two Formula cars, looking more like test mule cars than some old GP3s with just a camo paint, testing at Monza Circuit. In fact if you can see carefully they features a new curved engine cover, those vertical aerodynamic elements on the top of the radiator inlets and a nose that seems like a mixture between a current Formula 3 car and the first-gen GP3/10. Plus the V6 was there.
The strange thing, some of you pointed out on my Instagram profile and on the community section here on KZread, is this car should feature the Halo, since due to 2019 rules that security device must be installed, but I'm thinking this might be an early-stage test car. Don't think they were testing something "old" since the track was reserved for these two cars for two days, which is quite expensive for a single private team.
