Chenab i.e. Chandrabhaga is basically a river of Himachal Pradesh. It belongs to HP and has a very small Kashmir connectiom. Chenab's waters should be diverted to Ravi and other Indian rivers including Yamuna. India got in her share waters water of only two rivers compared to 3 rivers for Pakistan.River Beas is only a tributary of River Sutlej . Beas does not even enter Pakistan. Indus Water Treaty of 1960 is heavily in favour of Pakistan with 80% water going to Pakistan
sorry sir, but appendix "H" of the treaty says something else, the three rivers Indus, Jhelum and Chenab are divided on the basis of first use. water belongs to the one who uses it first. thats why we lost diversion of Kishan Ganaga in international court of arbitration.....

India is allowed 20 % of water from Indus river system (33 MAF ). Pakistan is allowed 80 % (135 MAF). That is IWT for you. Pakistan, from day one, is getting far more that it's share of water. Whenever India tries to build projects on these rivers to get its full share of water, Pakistan cries IWT violation and tries to get the Indian projects halted. When these disputes reach arbitration, the arbitrators uphold Indian position. Pakistan thanksvto its obstructive and non cooperative behavior has successfully foiled India from getting its share of water that is allowed to it in IWT. In other words Pakistan has been willfully denying India its share of Indus river system water even now , after the passage of more than sixty years. At present India is getting around 30 MAF against its allotment of 33 MAF. India have planned projects that will allow them to grtbthe balance 3 MAF. But Pakistan has been opposing these projects youth and nail. Since India has not been able to get its fair share of water even after six decades, so International laws allow India to dissolve the treaty as it has failed to get India its share of water. India at present only gets 16 % of water. India is building projects to get 4% water so that it can get its share of 20%. But Pakistanis have been opposing and obstructing these projects and thus denying India from getting its full share of water.
