Crop An Image Using Locked Aspect Ratio Using GIMP

In this video I show how to crop an image at a fixed aspect ratio (specific proportion) without having to to do the math to figure what dimension to crop the photo. I start with an image that is 1333 pixels wide and 2000 pixels high at 72 DPI. I crop the image at the proper aspect ration and then scale it up so that the portion of the image I crop out is 1920 pixels wide and 900 pixels high.
In the video I use the following tools and techniques in GIMP:
1) Crop Tool
2) Fixed Aspect Ratio Checkbox
3) Proportion (Aspect Ratio) Setting Box
4) Scale Image
5) Flatten Image

    When I click the crop tool... it never shows the "aspect ratio". How do I get it to show up? The toolbox is there but I can't open up that tab underneath with the aspect ratio... when I click on the crop tool, it's just not there...
