It’s not a fetish but he probably thinks since the victims are at their door steps, they won’t make a scene since there’s no one along the corridor. It’s not in a public place like a train station where bystanders can help pin him down, so he’s less likely to get caught. He can easily go down the stairs of the HDB and evade detection.

Fun fact: The door step molester actor is a parkour instructor.
