Why are some countries not included? I am very sad about that; we are neglected. I can't even pay and use Google Developer Console. The world is not fair. My country, for example, is not included. I am from Ethiopia and would greatly appreciate it if anyone could help me verify the payment.

$25 is one time / life time fee for creating google play console developer account. You can publish any number of apps/games once you create the developer account. No, as per google developer program policy if your account is blocked, you or your associates are not allowed to create the new developer account. If by any way google concludes that the new account is associated with previously terminated account, they will terminate the new account as well. Can we use payment card of any other person as I don't have Visa card or MasterCard. Will it create problem in mismatch of developer account with payment details?

Yes, you can use card of any person. Just remember that the card with which you want to create an account should never have created a Play Console account before.

@@lucianoquintana2180 I did fix the issue, unfortunately it wasn't straightforward, apparently it's because the pay profile is set to business, I had to contact Google support about it and I had to delete my play account and remake it, that might not be the case for you but anyhow your best bet is emailing Google play dev support, they respond in reasonable time

Yes absolutely, you can use the payment method (card) of some other country. But you have to select the country of your residential proof document while verifying it.

This error mainly occurs, if your card is not supported for the payment. Try using another card.
