Conan was probably the youngest late night host ever and single for a long time, and it was the 90s, so this kind of fawning over an attractive woman on air could be seen as charming or cute. I doubt it'd work today, with the climate and every guy host being a middle-aged married man...
Conan was really bad at talking over her here.

Conan regularly gets away with creepy behavior and comments towards women even today because he can play it off as being a complete clown jester so no one takes it seriously. What normal guys would get reported for doing, the women laugh for conan. Long live the king.
