Hmmmm this is classic systems engineering (sys eng en.wikipedia.org/wiki/Systems_engineering). A 'job' within sys eng a need, 'hiring' within sys eng is the selection of a particular means/tool amongst many to fulfill that need. The best means/tools will usually come&go much more than the need especially if the need changes over time. Focusing on anyone means/tool (ex: as a panacea) & ignoring the actual need it's satifying is a recipe for 'disruptive innovation'.
